Job purpose
Under the direct supervision of the Director of Programmes and Operations and overall supervision of the Secretary General, the Project Manager – for China International Development Cooperation Agency (CIDCA) funded anti malaria activities in The Gambia is responsible to manage and coordinate the activity plan outlined against malaria in The Gambia.
The position will provide a lead and management support, together with IFRC support, to CIDCA funded project, in close collaboration with the other technical team of The Gambia Red Cross Society (GRCS), relevant focal points in The Gambia Ministry of Health (MoH) and other key partners with a view to ensure high quality project implementation, monitoring and evaluation, and timely and quality reporting to the GRCS Management, IFRC and CIDCA.
The position will work closely with MoH focal points to understand resource needs and meet the objectives set as well as the expectations of both the MoH and the donor. The position will oversee all compliance and reporting requirements agreed to with IFRC and CIDCA.
The position requires previous experience in implementing community outreach programmes and overall health programme management, with a strong command of planning/budgeting, capacity building, mentoring other National Society (GRCS) staff, monitoring, evaluation and reporting.
Job duties and responsibilities
CIDCA anti-malaria project:
Support the GRCS in the implementation, monitoring, evaluation and reporting of anti-malaria activities through agreed strategies, targets, common risk management approaches, and effective mechanisms.
- Attend weekly / monthly health meetings convened by the Ministry of health and/or the malaria partners • Facilitate GRCS engagement to collaborate and coordinate with MoH to ensure CIDCA funded project adhere to national standards, priorities, policies and partnership modalities.
- Support and encourage the GRCS to liaise regularly with national authorities, UN agencies and other respective malaria stakeholders.
• Mainstream a gender-sensitive approach and gender minimum standards across the project design and implementation. • Develop GRCS health team management capacities through IFRC tools, concepts and training opportunities utilising Africa Region and Geneva resources.
Internal
Ensure the production of regular, timely, accurate and quality narrative and financial reports as per the reporting templates agreed with the donor CIDCA as well as any other required updates and situation reports. • Facilitate the generation of quality content which can be used for publicity and promotional purposes. • Promote documentation and dissemination of achievements and undertake advocacy actions. • Work on Partnership engagement with the aim to building more robust and sustain partnership.
Other Duties
- Ensure close collaboration and coordination with IFRC Dakar cluster delegation and the Africa region. • Ensure effective working relationships with Gambia Red Cross Society counterparts and technical leadership. • Ensure effective working relationships, close collaboration and effective teamwork with IFRC cluster technical leads and colleagues.
• Strengthen the collaboration with relevant government agencies and other non-Movement actors including UN and governmental bodies to inform and participate in coordinated intervention and strategies.

Position Requirements
Education
University or equivalent post-graduate degree in Public health/Health planning/management.
Minimum of 3 years of experience in health programming or anti-malaria project, including field operational experience.
Proven experience of capacity building and training.
Experience in project cycle management (Project writing, Log Frames, Financial management, Reporting, Monitoring and Evaluation).
Experience setting up, managing, and coordinating anti-malaria or health programmes.
Experience of working for Red Cross/Red Crescent Movement.
Experience with donors programming requirements, preferably South-South cooperation.

The position is for about twenty months to two (2) year but renewable yearly based on performance, relevance and availability of funds. Please take note that a 3 months’ probation period is established in this position. After the third month, a successful or unsuccessful probation letter will be provided. The positive or negative outcome of the probation period correspond, among others, to the quality of the tasks performed during the probation period as well as the behaviour, competencies and technical knowledge demonstrated.
