The Government of The Gambia, in collaboration with The World Bank, is preparing The Gambia Infrastructure Project (GIP) with the development objective to “enhance access to and improve the resilience of transport and energy infrastructure and the delivery of related services for The Gambian population and businesses.” The project will be financed by an International Development Association (IDA) Grant in an indicative amount equivalent to US$100 million, available through The Gambia’s national IDA allocation.

The project aims to:

  1. Upgrade and maintain rural and urban roads to improve transport connectivity with lower-carbon modes (river transport and urban public transport);
  2. Improve universal access and network resilience through investments in energy and transport infrastructure and services.
  3. Facilitate modernization of public service delivery mechanisms incorporating contemporary technologies, clean and safe vehicle fleets, and private capital enablers.

A Project Preparation Advance (PPA) has been approved by the World Bank to finance the needed preparatory activities until the project reaches effectiveness. The CPCU at MoFEA is working with relevant institutions for the implementation of the PPA activities, including consultancy services, feasibility studies, and coordination.

Project Components:

  1. Resilient and Safe Access to Infrastructure:
  • Upgrade rural roads (approx. 100 km) to all-season climate-resilient standards.
  • Improve urban roads (approx. 50 km) to all-season climate-resilient standards.
  • Upgrade a 225kV transmission line from Soma to Basse (approx. 200 km).
  • Enhance redundancy and safety for medium voltage (MV) transmission lines in urban areas.
  • Close the universal electricity access gap through last-mile connectivity investments.
  1. Enhanced Policy, Planning, and Management Capacity:
  • Provide technical assistance and capacity building for institutions such as MOTWI, NRA, MOPE, and PURA to enhance infrastructure governance, regulation, and planning.
  • Facilitate the development of climate-resilient standards, policies for universal access and gender equity, road asset management techniques, and energy efficiency frameworks.

Service Delivery Modernization:

  • Design an institutional framework for a GBA Metropolitan Transport Authority.
  • Support digitization initiatives for public transport services.
  • Establish vehicle title, registration systems, and testing facilities.
  • Provide technical assistance for NAWEC in managing losses, customer service centers, and digitalization initiatives.

Project Management:

  • Support preparatory and implementation activities, including consultancy services for detailed designs and construction supervision, individual consultants, workshops, and trainings.

OBJECTIVE OF THE ROLE

The Financial Management Specialist (FMS) will oversee the financial management of the GIP under the CPCU, ensuring compliance with World Bank and national financial regulations.

EXPERIENCE & QUALIFICATION 

Academic Qualifications:

  • A professional accounting qualification (ACCA, CIMA, CPA, or equivalent) or a master’s degree in accounting/finance with at least ten (10) years of relevant experience.
  • Proficiency in computerized accounting systems and Microsoft Office Suite.
  • Strong knowledge of financial operations for infrastructure, civil works, or engineering projects.
  • Familiarity with World Bank or donor-funded financial management guidelines.
  • Excellent verbal and written communication skills in English.

Desirable Requirements

  • Experience managing financial operations for large-scale infrastructure projects.
  • Knowledge of public financial management systems and best practices.
  • Familiarity with World Bank disbursement mechanisms and reporting requirements.

DELIVERABLES

  • Quarterly and annual financial reports, including variance analyses and recommendations.
  • Updated disbursement plans and timely submission of withdrawal applications.
  • Compliance with audit and financial management standards.

REPORTING LINES

The Financial Management Specialist (FMS) will work under the direct supervision of the Senior Financial Management Specialist (SFMS), who will oversee all financial management activities. The SFMS will provide guidance and support to ensure that the FMS adheres to World Bank guidelines, project implementation frameworks, and national fiduciary standards. The FMS will also coordinate closely with the Project Coordinator (PC), technical teams, and other relevant stakeholders.

DURATION AND DUTY STATION

The FMS will be based at the CPCU in Kotu. This is a full-time role for an initial period of one year (renewable), subject to a six-month probationary period. The role may require overtime during critical phases of project implementation.

Submission of Expressions of Interest:

The Ministry of Finance and Economic Affairs (MoFEA) through the Gambia Infrastructure Project (GIP), now invites eligible individual consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

A Consultant will be selected in accordance with Individual Consultants (IC) method set out in the Consultant Guidelines. Further information and Terms of Reference can be obtained at the address below during office hours from 09:00 to 16:00 Monday to Thursday and 09:00 to 12h30 on Friday.
