UNICEF seeks the services of a dynamic consultant with strong background in programme assessments and evaluations to carry out a consultancy for the Assessment of the 2nd Phase of the Programme for Advancing the Rights of Persons with Disabilities, particularly Women and Children with disabilities, for a period of 4 Months. 

Purpose of the consultancy 

The assessment of the Phase 2 of the UN Joint Programme on Advancing the Rights of Persons with Disabilities, funded by the Global Disability Fund through the United Nations Partnership on the Rights of Persons with Disabilities (UNPRPD) will serve the lead agencies (UNICEF and UNFPA) and their partners’ accountability and learning purposes by comprehensively assessing the programme’s performance in achieving its intended results. This assessment will provide the Global Disability Fund donors and other development partners (vertical accountability), as well as Persons with Disabilities, OPDs and other stakeholders that the programme aims to serve (horizontal accountability), with solid evidence of how it achieved its objectives. The assessment will generate evidence and lessons learned to inform UNICEF and UNFPA on the implementation progress, emerging results, challenges, and areas for strengthening future programmes. It will also identify operational and strategic considerations to support adaptive management, improve programme delivery modalities, and generate key recommendations and good practices identified to guide stakeholders and their partners in improving future disability-inclusive programming.
