Background:

The Flood Risk Management & Infrastructure Engineer will be mainly responsible for providing support to the Project Coordinator in all technical matters relating to planning, design, and implementation of the civil works activities of the project. 

Key Roles 

• Provide technical support to PIU on all matters relating to the design and construction of infrastructural works under WACA Project 
• Manage the technical processes and components of identification and implementation of project interventions from appraisal to tendering of studies and works;
• Maintain constant coordination between GAMWORKS,PIU and contractors for reporting purposes and to check on project progress or resolve issues. 
• Conduct quality assurance on all technical aspects of the project on behalf of PIU.
• Review all reports and contractual requests submitted by consultants and/or contractors     , through GAMWORKS and advise PIU on the best course of action.
• Closely monitor progress of civil works against project plans and advise accordingly. 
• Work with the relevant authorities to ensure that the site boundary is clearly defined, demarcated and made available before construction begins.
• Technical advisor on Health & Safety aspects of the works;
• Technical advisor on Resettlement and land acquisition related matters.

QUALIFICATIONS, EXPERIENCE & KNOWLEDGE REQUIREMENTS

Qualifications & experience

1. A bachelors degree in a relevant discipline such as Civil Engineering, Construction Project Management or similar disciplines; 
2. Extensive experience in the construction industry.
3. At least 10 years of relevant professional experience conducting feasibility study and design studies of drainage and/or flood protection schemes or similar works in urban environments. It is preferred to have at least 5 years’ experience in working with development partners such as the World Bank, AfDB, etc.; 
4. At least 5 years’ experience in urban drainage design, urban planning, landscape architecture, urban green engineering or similar and in developing urban design plans/strategies and design standards;
5. Experience in conducting urban flood hazard and risk assessment with hydrological/hydraulic modelling and assess     the various risks in urban settings is an added advantage;
6. Experience in conducting hydrological modelling and analysis, using a range of industry standard methods is an added advantage;
7. Have at least three (03) year experiences in the control and monitoring of hydraulic engineering or flood protection works;
8. Experience working with government institutions and/or government infrastructure projects is an added advantage;
9. Excellent oral and written skills in describing and compiling technical specifications for structural works and relevant construction materials; technical documentation in English; 

DURATION OF CONTRACT :The duration of the contract is one year and is extendable depending on satisfactory performance. 

The attention of interested Consultant is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” March 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.  

Consultants will be selected in accordance with the Individual Consultancy Services (ICs) method set out in the Procurement Regulations.
