1. Background

The Crab Island Sustainable Development Centre has been established in Banjul as a platform for sustainable development, learning, innovation, community engagement, enterprise development and partnerships.

The Centre has been developed through European Union-City link Ostend-Banjul- Partnership for Sustainable City Development.

The Centre is now moving into its operational phase and requires a clear business and management framework to guide its effective operation, financial sustainability and long-term development.

The Centre has a Board of Directors, including members of the BCC hierarchy, which provides strategic oversight. The day-to-day management and operation of the Centre will be undertaken by its management structure under the direction and oversight of the Board.

The Board therefore wishes to engage a qualified consultant or consulting firm to develop a Business Plan and appropriate Management Structure for the Centre.

2. Objective

The objective of the consultancy is to develop a practical and sustainable Business Plan that will guide the Centre’s operations, financial sustainability, services, partnerships and growth, together with an appropriate management and staffing structure.

3. Scope of the Assignment

The consultant shall undertake the necessary assessment, consultations and analysis required to develop the Business Plan.

The assignment shall, at minimum, address:

• the Centre’s strategic positioning, purpose and core functions;
• its facilities, services and potential users;
• the business and operating model;
• potential revenue streams and pricing approaches;
• operating costs and financial sustainability;
• financial projections and business scenarios;
• management and organisational structure;
• staffing requirements and responsibilities;
• the relationship between the Board and Centre management, including delegated authority;
• partnerships, sponsorship and resource mobilisation;
• marketing and positioning;
• operational requirements and key policies;
• performance measures; and
• a phased implementation plan.

The consultant should ensure that the proposed model balances the Centre’s public and developmental objectives with financial and operational sustainability.

4. Deliverables

The consultancy will have two principal deliverables:

a. Draft Business Plan

A comprehensive Draft Business Plan incorporating the findings of the consultant’s assessment, consultations and analysis.

b. Final Business Plan

A revised Business Plan incorporating the comments and recommendations of the Board of Directors.

The final document should provide a practical framework for the Board and management to establish, operate and develop the Centre.

5. Duration

The assignment is expected to be completed within 6–8 weeks from the date of commencement.

6. Reporting

The consultant shall report to the Board of Directors of the Crab Island Sustainable Development Centre, through a focal person designated by the Board.

7. Required Qualifications and Experience

The consultant or consulting firm should have demonstrated experience in:

• Business planning and financial modelling;
• Organizational and management structure development;
• Institutional or facility management;
• Business development and resource mobilization; and
• Working with public, private or development-sector institutions.

A minimum of 7 years of relevant professional experience is preferred. Experience in The Gambia or comparable environments will be an advantage.

8. Proposal Requirements

Interested consultants/firms should submit:

• Technical proposal and understanding of the assignment;
• Proposed methodology;
• Workplan and timeline;
• Relevant experience;
• CVs of proposed personnel;
• References for similar assignments; and
• Financial proposal.

9. Ownership and Confidentiality

All work produced under the consultancy shall be the property of the Crab Island Sustainable Development Centre/Banjul City Council. The consultant shall maintain confidentiality regarding information obtained during the assignment.
