About Peace Corps The Gambia
Peace Corps is a bilateral autonomous, international agency of the United States Government with operations in more than 60 countries. It operates in The Gambia by the invitation of the Government of The Republic of The Gambia. Peace Corps/The Gambia has memoranda of understanding with the Ministries of Agriculture, Education, Health, and other partners that outlines broad areas of agreement of cooperation regarding the work of Peace Corps Volunteers in the country. Volunteers are assigned to government and non-government agencies and organizations, community-based organizations, colleges, and schools who partner to enable Volunteers to provide capacity building in education and community health while building cultural understanding between Americans and Gambians.
Objective of the Position
The purpose of this position is to provide day/night watchman and guard services at the Peace Corps Basse Regional Office in The Gambia. The Guard will ensure that the compound is secured at all times and any security risks are dealt with immediately in compliance with all Peace Corps policies and procedures. The guard will work on rotating 12- hour shifts (7am until 7pm or 7pm until 7am). This position is full time (48 hours per week) and works under the supervision of the General Services Manager (GSM).
This position requires strict adherence to ethical standards of confidentiality and professional conduct. In addition, the candidate should be flexible, highly organized, creative, and able to multi-task and work independently.
Major Duties and Responsibilities (Critical Job Elements)
The Guard is responsible for:
- Always presenting a clean, neat and tidy personal appearance.
- Remaining physically at his/her assigned post unless relieved for an authorized break. • Preventing unauthorized personnel from entering the facility/compound.
- Preventing unauthorized vehicles from entering the facility/compound.
- Inventorying and checking all assigned equipment for proper functioning; and reporting any missing or malfunctioning equipment.
- Completing a thorough inspection of the area of responsibility.
- During the hours of darkness, ensuring that all external security lights are working.
- Screening visitors seeking to enter the area. Peace Corps facilities are not open to the general public. The Guard must check the visitor’s identity and determine his or her reason for entry. Persons who refuse to be identified, who have no official business with Peace Corps facility/compound will be denied entry.
- Maintaining a current Peace Corps Telephone List, Duty Officer List, and general and special orders readily accessible at his desk.
- Maintaining a log of everyone who enters – staff, volunteers, outside contractors and other visitors, as well as a log sheet showing times of checks by supervisors and any significant events or incidents, and the action taken in response.
- Monitoring the supply of electricity. Turning on the generator when city power is off. Restoring city power (shut off generator) when city power returns. Notifying General Services Office (GSO) staff of generator problems.
- Ensuring all guard areas are kept clean, neat and orderly.
- Complying with all special instructions concerning the handling of visitors on the compound, whether written or oral, received from the PC Country Director (CD), the PC Director of Management & Operations (DMO) and the US Embassy’s Regional Security Officer (RSO).
- Handling all emergencies as specified in the general orders and keeping their supervisor or supervisor’s delegate informed of all suspicious activity. The Guard’s first responsibility is the protection of life. • Being responsible for security along the inside perimeter of the assigned compound within the perimeter area. • Making a walking tour of the facility/compound perimeter at least once every 30 minutes. • During each tour of the perimeter, ensuring that no unauthorized personnel are at/on the facility/compound. S/He will also insure on each tour that windows, doors, and any vehicles in the compound are properly secured. S/He will report any suspicious activity or less-than-secure condition to their supervisor or supervisor’s delegate.
- During non-duty hour tours of the perimeter of an unoccupied facility, observing the entire exterior building and reporting any open grill gates, doors or windows and any suspicious conditions or activities to their supervisor or supervisor’s delegate.
- Immediately reporting any security threat or incident to their supervisor or supervisor’s delegate. • Being alert for activities occurring outside the facility/compound, especially those that may pose a threat to property and personnel. Specifically, being alert for demonstrations, other protest activities or individuals who appear to be observing the premises and reporting these events to their supervisor or supervisor’s delegate. • Only official Peace Corps vehicles or official US Embassy vehicles are permitted to enter the property. Delivery and other vehicles will be granted entry only when authorized by their supervisor or supervisor’s delegate. The Guard must record the license number of every vehicle in the guard log.
- Referring letters, newspapers, packages, etc., being delivered to the BRO, this will only be accepted if they are clearly address
- Observing persons and vehicles departing compound to assure that property is not being removed without authorization. If property is being improperly removed, immediately notifying their supervisor or supervisor’s delegate.
- Referring persons wishing to deliver petitions or protest letters to the Embassy. Entry is not authorized. • Becoming familiar with the Emergency Action Plan (EAP), and the roles and responsibilities outlined in the plan. Actively participates in annual training and testing of the EAP. Responds to emergencies in accordance with post’s EAP.
- Maintaining confidentiality on all Peace Corps activities and communications.
Other Duties
- Ensure complete confidentiality regarding all information related to PC staff, volunteers and operations. • Provide training to staff and Peace Corps Volunteers as requested.
- Serves as back-up support for and/or carries out the duties and responsibilities of the custodians/Gardeners when deemed necessary by the Country Director and/or Supervisor for the successful management of Peace
Corps operations in The Gambia. For example, this could be during periods when those individuals are on leave and/or during lapses of staffing or periods of staffing shortages.
- Performs other duties or assignments, when deemed necessary by Supervisor
Temporary Assignment of Duties
If there is a time at post, due to the COVID-19 pandemic or for any other reason, when there are limited or no Peace Corps Trainees and/or Volunteers (jointly referred to as “Volunteers”) at Peace Corps/The Gambia the PSC may be temporarily assigned during that period, as determined by the Peace Corps Country Director (CD), to carry out additional duties and responsibilities in furtherance of the goals of the Peace Corps in order to enhance the ability of Peace Corps Volunteers to perform functions under the Peace Corps Act, including facilitating a safe environment in order for the successful return or increase of Volunteers.
This temporary assignment may require the PSC to provide services and/or support beyond what is listed in their current Statement of Work (SOW). The services and/or support may take many forms, examples of which may include but are not limited to, training, providing administrative, technical, medical, and/or operational assistance, building on host country programs, etc. This temporary assignment also may require the PSC to provide these services and/or support to individuals/organizations other than those listed in their current SOW such as host country government, partner organization(s), community member(s), staff, and/or contractors.
Standard Roles and Responsibilities
Safety and Security
- Employees with no SPECIFIC Safety and Security Responsibilities (i.e., cashier, admin staff) Immediately communicates Volunteer safety and security concerns and issues to the Safety and Security Manager (SSM) and CD. Knowledgeable and supportive of Peace Corps safety and security policies and procedures, including the timely reporting of suspicious incidents, persons or articles.
Logistics & Level of Effort & Duty Station
Duty station is the Basse Regional Office located in Basse, The Gambia. May be required to work in another town during 13 weeks of training. May be required to travel up country. Performs duties during a 48 hour work week. Events may require occasional work in the evenings and on weekends and holidays. May carry a duty phone.
Typical work schedule is rotating 12-hour shifts (7am until 7pm or 7pm until 7am)., with flexibility to work additional hours on weekends or on an as-needed basis.
Minimum Requirements
To be selected for this position, the applicant must be legally eligible to work in The Gambia, must not have been employed in intelligence-related activities and must submit an application that clearly documents how they meet each of the following requirements:
- Education: Completion of basic school.
- Language Requirement: Good working knowledge (Level 2) in reading, writing and speaking English is required.
- Work Experience/Past Performance: At least one year of experience performing similar security guard services is required
- Demonstrate keen sense of cultural awareness for Gambian, American, and other cultures.
- Must be very organized, accurate, and efficient and have the ability to prioritize several projects at one time.
- Ability to solve complex maintenance problem or lead an administrative solution
- Ability to work effectively with a team.
- Professional/Technical Training: Successful completion of guard training is required.
Preferred Qualifications
- Experience working with Volunteers
- Work experience: past experience performing similar security guard services with/for an international organization.
- Professional/Technical Training: Successful completion of training in Microsoft Office Suite is preferred. Ability gained through work experience may be substituted for training.
- Completion of secondary school (O and A levels).
- Certification or Licensing Requirements – A current, valid driver’s license is strongly preferred.
Abilities
- The ability to work successfully in cross-cultural situations with Americans.
