About SRLS

The Student Revolving Loan Scheme (SRLS) is a statutory public institution established by an Act of the National Assembly of the Republic of The Gambia in 2025. The Scheme is mandated to facilitate equitable access to accredited tertiary and higher education through sustainable student financing mechanisms.

Position Overview

The Loans Manager is responsible for the operational management of the SRLS loan lifecycle, including loan processing, approval coordination, disbursement management, repayment tracking, recovery strategies, and portfolio performance monitoring.

This position plays a critical role in ensuring the financial sustainability of the Scheme by safeguarding public funds, strengthening recovery systems, and maintaining a healthy loan portfolio. The Loans Manager reports to the Director of Finance & Administration and supervises Loans and Recovery Officers.

Key Responsibilities

Loan Administration & Processing

  • Oversee the review and verification of loan applications
  • Ensure compliance with approved policies and eligibility criteria
  • Maintain accurate and up-to-date loan records and portfolios

Disbursement Management

  • Supervise timely and accurate loan disbursements
  • Coordinate with Finance for reconciliation and reporting
  • Ensure compliance with approved budgets and disbursement schedules

Loan Recovery & Portfolio Management

  • Develop and implement loan recovery strategies
  • Monitor repayment schedules, arrears, and default rates
  • Coordinate follow-up actions, structured repayment plans, and recovery mechanisms
  • Liaise with relevant institutions to strengthen recovery processes

Risk Management & Reporting

  • Conduct periodic portfolio risk assessments
  • Prepare monthly, quarterly, and annual performance reports
  • Submit quarterly risk and recovery reports
  • Conduct annual portfolio sustainability analysis
  • Provide ad-hoc reports as requested by Management or the Board

Systems & Policy Implementation

  • Implement approved loan policies and operational guidelines
  • Support digitization and loan management system improvements
  • Ensure compliance with data protection and regulatory requirements

Qualifications & Experience

Minimum Academic Qualifications

  • Bachelor’s degree in Finance, Accounting, Economics, Banking, Public Administration, or related field
  • A Master’s degree in a relevant field is an added advantage

Professional Experience

  • Minimum of 5–7 years relevant experience in loan administration, banking, microfinance, credit management, or financial services
  • Proven experience in loan recovery and portfolio management
  • Experience in public sector or regulated financial environments is desirable

Working Conditions

  • Office-based role with occasional field visits
  • Regular interaction with students, institutions, and stakeholders
  • May require extended hours during peak application and disbursement periods
