POSITION: National MERL Focal Point
Mission:
Responsibilities:
Technical
Support and coordinate monitoring/evaluation strategies and actions implemented by Tostan International (TI) MERL in National Coordination.
Assist in the development of indicators for monitoring/evaluation through creation of logical frameworks and/or results frameworks.
Support the development of m/e plans and tools for multiple projects.
Support or pilot the planning, collection, and analysis of qualitative and quantitative data on the field during site studies, baseline studies, mid-term and final evaluations, and monitoring activities.
Build the capacity of National staff in data collection for monitoring and evaluation purposes.
Conduct basic analysis of qualitative (open coding) and/or quantitative (descriptive or univariate) data and write draft reports.
Ensure the efficient management and update of the National MERL database.
Ensure the timely transmission of data collected in the field to TI MERL.
Conduct field visits to ensure the progress of MERL activities in the field, including accuracy and timeliness of data collection.
Management
Conduct field supervision missions when necessary (a maximum of 30% of this job will be in the field).
Be an example of dedication, performance and team play.
Follow the technical supervision of TI MERL team in Dakar, and the administrative supervision of the local National Coordinator.

National MERL Focal Points cannot authorize any expenditure, but email authorization from either MERL Director or National Coordinator (according to who manages the budget for the requested expenditure) will be considered valid.

Key Qualifications and Selection Criteria:
Education:
Degree in international development or in planning, design and management of development projects, in monitoring/evaluation of projects, development or equivalent degree.
Language Proficiency:
Good command of written and spoken English required. Speaking one or more other languages spoken in the country of work would be preferred.
Knowledge & Experience:
At least 4 years of experience in international development or in planning, design and management of development projects, or in monitoring/evaluation of projects.
Characteristics:
Demonstrated technical competency in designing and implementing primary data collection and analysis.
Ability to multitask and coordinate multiple projects simultaneously.
Ability to work effectively under tight time constraints and meeting deadlines with attention to detail and quality. Ability to ensure team members meet deadlines in a spirit of positive collaboration and relaxed atmosphere.
Good computer skills, with regard to the Office package (Word, EXCEL, PowerPoint). Knowledge of SPSS and/or NVivo desirable.
Experience engaging directly and indirectly with members of rural communities with respect for their human dignity.
Be a team player, capable of constructive collaboration with other team members.
Experience working with participatory M&E systems is desirable.
