Background:
The Ministry of Environment, Climate Change, and Natural Resources (MECCNAR) in The Gambia is entrusted with the coordination of policies and programs related to environmental sustainability, climate resilience, and natural resource management. In order to efficiently implement its mandate, MECCNAR has established the Central Project Coordination Unit (CPCU) to oversee the execution of projects and ensure effective policy implementation.
Currently, MECCNAR relies on limited funding from a few donors to support its programs and operations. This poses a challenge for the ministry’s expansion into new areas of work and its long-term sustainability. Therefore, diversifying its donor base beyond traditional funding partners is crucial for MECCNAR to achieve its growth and sustainability objectives and adequately support the country in addressing its environmental & climate action priorities.
The Central Project Coordination Unit (CPCU) within MECCNAR is responsible for coordinating the implementation of projects aimed at sustainable development and environmental conservation in The Gambia. To achieve its objectives and strengthen its financial sustainability, CPCU seeks to enhance its resource mobilization capabilities.
To this end, CPCU is recruiting a National Technical Assistant for Resource Mobilization to lead efforts in identifying funding opportunities, developing proposals, and engaging with donors to secure resources for its programs and projects.
Objectives of the Assignment
The primary objective of this role is to enhance CPCU’s capacity to secure financial resources by developing and implementing effective resource mobilization strategies, fostering partnerships, and preparing high-quality funding proposals.
Qualification and Experience:
The ideal candidate should meet the following criteria:
- Education:
- A Master’s degree in Development Studies, International Relations, Environmental Sciences, Public Administration, or a related field.
- Experience:
- A minimum of 5 years of experience in resource mobilization, fundraising, or project financing, preferably in the development or environmental sectors.
- Proven track record of securing funding from multilateral and bilateral donors, private sector, or philanthropic sources.
- Skills:
- Strong proposal writing and communication skills.
- In-depth knowledge of donor landscapes, funding mechanisms, and resource mobilization strategies.
- Excellent interpersonal and negotiation skills for building partnerships.
- Proficiency in Microsoft Office Suite and project management tools.
- Other Attributes:
- Ability to work in a dynamic environment and meet tight deadlines.
- Knowledge of environmental issues and sustainable development challenges in The Gambia is an advantage.
Deliverables:
- A comprehensive resource mobilization strategy for CPCU.
- An annex that maps donor interests, priorities, funding windows, typical funding amounts or ceiling, focal points.
- A minimum of four (4) high-quality funding proposals submitted to identified donors.
- Regular reports on resource mobilization activities, including a database of funding opportunities.
- Capacity-building sessions for CPCU staff and knowledge products, such as proposal templates and donor briefs.
Duration: 8 months, with the possibility of renewal
The attention of interested Consultant is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” March 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants will be selected in accordance with the Individual Consultancy Services (ICs) method set out in the Procurement Regulations.
