The Republic of The Gambia, acting through the Ministry of Finance (the “Government”) and the  United States of America, acting through the Millennium Challenge Corporation (“MCC”), entered  into a Compact Development Funding Agreement on December 22, 2022, providing for a grant of  up to TWELVE MILLION United States Dollars (US $12,000,000.00) to advance economic growth  and reduce poverty in Gambia (the “Compact Development Fund”), and intends to apply part of the  proceeds toward payments under the contract to be awarded for “Procurement for Consulting  Services for a School-based Census for the Compact Development Team-Gambia”. 

MCC’s funding is appropriated by the U.S. Congress and obligated to the compact up-front, with 

UNCLASSIFIED 

no incremental or partial funding. So, when a contract is signed with an Accountable Entity the  Compact Development Team (CDT), money is already available to the Accountable Entity and,  for most contracts, invoices are paid directly to the Consultants by the US Treasury. CDT-Gambia now invites offers from eligible offerors for “Procurement for Consulting Services for a School based Census for the Compact Development Team-Gambia”. 

The procurement process will be conducted through the Quality and Cost-Based Selection  (QCBS) method procedures as specified in the Accountable Entity Procurement Policy and  Guidelines (PPG) and is open to all eligible consultants as defined in the PPG.

Offers must be uploaded to the File Request Link (FRL) provided below on or before 14:00 hours  (local time of Gambia (GMT) on 24th January 2025. Only Electronic bidding will be permitted. Late offers will be rejected.
