Job Overview

Enabel is the Belgian Development Agency. It carries out Belgian governmental cooperation. The Agency also implements actions for other national and international organisations. Together with its Belgian and international partners, Enabel provides solutions to address pressing global challenges: climate change, urbanisation, human mobility, peace and security, social and economic inequalities, and global citizenship. With 1500 employees, Enabel manages some 150 projects in around twenty countries, in Belgium, Africa and the Middle East.

Context

Enabel is planning to launch a new project funded by the European Union in The Gambia (anticipated).

The “Boosting Gambian Talents” project aims to strengthen Gambian human capital notably through the operationalization of short-term mobility programs, business development support services and financial services. The project will also promote an evidence-based dialogue on mobility and entrepreneurship.

The project implementation requires strong multi-partnership engagement. Actors from the economic, entrepreneurial, diaspora, and migration areas, all have their place, at different points in the preparation, implementation and follow-up.

Job description

The project manager assumes responsibility for implementing the project in order to achieve the outcomes & outputs and relevance of the resulting activities. Supervise the Framework Agreements, Operational Agreements and the subsidy(ies) in The Gambia and in Belgium. Is also responsible for monitoring/evaluation/learning.

Expected results of the function:

  • Ensure strategic and operational management and the achievement of the project’s objectives/results;
  • Ensure the design, implementation and monitoring of the continuous quality assurance component of the intervention ;
  • Set up a monitoring and evaluation system, coordinate and monitor results – in cooperation with MEAL Officer;
  • Ensure ongoing documentation and capitalization, as well as communication on the project’s results;
  • Develop strategic partnerships with other local players (national and international) working in the same fields on site and in Belgium with the support the experts based in Brussels and Dakar ;
  • Promote an integrated approach to ensure coherence, synergy and optimum coordination between the project and the various other players and instruments active in the same fields locally and in Belgium with the support the experts based in Brussels and Dakar;
  • Ensure the coordination, development and monitoring of the overall program under the guidance of the portfolio manager ;
  • Represent Enabel/Belgium at meetings with the donor and at other forums and conferences focusing on human mobility and entrepreneurship.
  • Contributes to the Human Mobility Circle with insights from the project.

Profile

Degree level

  • Master’s degree in social sciences, political sciences, humanities, economics or any other field relevant to the role

Experiences required

  • At least 5 years’ relevant experience in managing international cooperation projects;
  • At least 5 years’ experience in the field of Migration and Mobility, preferably in Labour Mobility, or in the field of Entrepreneurship in a multicultural, multidisciplinary context and in the context of development cooperation;
  • Experience in supporting change processes, monitoring and evaluating action research and capitalizing on development results;

Specific competences or knowledge required:

  • Excellent communication skills, ability to exchange ideas and listen to different stakeholders;
  • Ability to adapt to changes in the environment by proposing innovative solutions;
  • Proven experience in managing complex partnerships
  • Practical knowledge of cross-cutting themes: gender, decent work, the environment and innovation;
  • The Project Manager has skills – or is committed to developing them – in inclusive and transformative gender leadership. He/she understands the mechanisms of inclusion and exclusion, values difference and plays a key role in building a team culture that respects diversity and gender equity. He/she He/she is a role model and through his/her management ensures a working environment free from discrimination and gender-based violence.

Specific competences or knowledge considered an asset :

  • Experience in deploying a global strategy of actions in the field of International Mobility ;
  • Sensitivity to the need to combat inequality and protect the environment;
  • Experience in managing partnerships in a particularly fragile context;
  • Creative spirit to set up partnerships and innovative types of activities;
  • Experience of working with private sector in Sub-Saharan Africa and in Europe;
  • In-depth knowledge of SMEs development issues and international business partnerships challenges.

Languages:

  • English and possibly French, Mandinka, Wolof
