Job Overview

Enabel is the Belgian Development Agency. It carries out Belgian governmental cooperation. The Agency also implements actions for other national and international organisations. Together with its Belgian and international partners, Enabel provides solutions to address pressing global challenges: climate change, urbanisation, human mobility, peace and security, social and economic inequalities, and global citizenship. With 1500 employees, Enabel manages some 150 projects in around twenty countries, in Belgium, Africa and the Middle East.

Context

Enabel is planning to launch a new project funded by the European Union in The Gambia (anticipated).

The “Boosting Gambian Talents” project aims to strengthen Gambian human capital notably through the operationalization of short-term mobility programs, business development support services and financial services. The project will also promote an evidence-based dialogue on mobility and entrepreneurship.

The project implementation requires strong multi-partnership engagement. Actors from the economic, entrepreneurial, diaspora, and migration areas, all have their place, at different points in the preparation, implementation and follow-up.

Job description

The project officer assumes responsibility for:

  • Supports in implementing or monitoring the implementation by partners of O.1, O.2 and O.3 regarding business support activities and mobility schemes for entrepreneurs, intermediaries and institutions:
  • As a contributor to the intervention (30%): to implement the intervention by providing inputs to the planning, execution, coordination, monitoring and evaluation of the activities that fall within its areas of competence in order to ensure that the results of the intervention are achieved within the allotted execution time.
  • As a technical collaborator (30%): providing all the technical inputs required to ensure that the technical performance of the intervention complies with national and international norms and standards.
  • As a contributor to the management of quality assurance and knowledge (20%): to ensure the quality assurance of services and to help organise the capitalisation and management of knowledge in order to create an inclusive, informed and confident environment within the intervention.
  • Support for change processes (10 %): building the capacity of partner organisations to help improve their organisation, processes and systems and the skills of their staff.
  • As a contributor to the Human Mobility circle (10%).

Expected results of the function:

  • Provide technical support on issues relating to business development support to SMEs and entrepreneurial mobility;
  • Support the planning and implementation of activities to identify issues, practices and challenges relating to the identification and mobilization (sourcing) of Gambian economic actors;
  • Ensure the technical follow-up of the various partnership and/or procurement agreements established for implementation of business support and preparation of international mobility;
  • Ensure good communication and regular involvement of all partners at local level (private and public):
  • Ensure the practical application of cross-cutting themes.
  • Support the MEL IO in the continuous updating of information to feed the M&E systems and assess the performance of the intervention;
  • Contribute to the preparation of evaluation, capitalisation and action-research exercises, as well as actively contributing to all visibility and communication activities;
  • Contribution to the Human Mobility circle

Profile

Degree level

  • Master’s degree in social sciences, political sciences, humanities, economics or any other field relevant to the role

Experiences required

  • At least 2 years’ relevant experience in the field of human mobility and/or entrepreneurship, ideally in labour mobility;
  • Experience in project management, ideally in the international cooperation sector;

Specific competences or knowledge required:

  • Good knowledge of migration issues, particularly in terms of labour mobility;
  • Good knowledge of the employment sector, entrepreneurship and the private sector (formal and informal) in The Gambia;
  • Experience in managing public contracts and subsidies.

Specific competences or knowledge considered an asset :

  • Experience in training and employment and in strengthening the actors involved in vocational training, entrepreneurship and employment.
  • Good knowledge of the intervention area (Banjul).

Languages:

  • English and possibly French, Mandinka, Wolof
