Primary Duties and Responsibilities
Overall supervision TBC two Toll Plazas, coordination of Toll Supervisors / Toll Collectors to collect toll fees 24/7.
- Manages the Toll Department incl. functional & organizational management of all staff forming part of it
- Prepares reports, analysis and forecasts of toll revenue for the Concessionaire and submits recommendations to maximise returns in accordance with approved policies and procedures
- Management of toll customer comments, complaints or suggestions
- Management of the Department staff
Details of Tasks

Management and supervision of the Toll Department
- Organizes activities of the Toll to ensure effective implementation of departmental plans, effective customer care and the achievement of objectives;
- Establishes the Toll Department : finalization of Operational Manuals and job descriptions, development of collection and banking procedures, statistical analysis, recruitment, finalization of agreements with banks and fund transfer, participation in the commissioning of the facilities
- Performs all activities related to management of staff including defining roles and responsibilities, provides leadership, develops team work, setting goals, priorities, facilitating work, removing barriers/resolving differences, counselling, appraising performance and training and developing staff;
- Provides inputs and regular updates to the Toll policy, including priority areas and objectives;
- Prepares and updates plans and budgets for the Toll Department and submits it for approval;
- Monitors the fund transfer process and develops better ways of handling the funds;
- Reviews and approves requests for replacements, improvements, and upgrading of equipment and facilities of all toll sectors;
- Reviews and approves changes to work methods, procedures, working conditions, etc., of all toll sectors;
- Operates together with the Africa50 Audit team and the Tolling Controller regarding independent audits required on Toll Collection functions and manage follow-up actions identified to resolve discrepancies;
- Manages the operation of the Central Toll Computer System (CTCS) and manages the toll banking and audit processes in accordance with the operational manual and procedures;
- Maintains a broad understanding of various means of payments, Point of Sale and GEA tolling system operation;
- Develops and submits applicable reports for the Toll Department in accordance with contractual obligations;
- Proposes improvements to the toll system, procedures, and so on for internal decision ensuring best practice management;

Administrative Tasks
- Reviews and approves projections for manpower requirements, manpower complements, and materials consumptions, including requirements for regular part time staff and contractual workers;
- Prepares, updates and is responsible for the budget of his department and submits it for approval;
- Prepares regular and ad hoc Management reports according to procedures;
- Acts as the necessary communication line between the hierarchy and the other staff of the department;
- Checks and enforces all policies, particularly covering work attitude, attendance, dress code, grooming, and personal appearance;
- Ensures that required tasks are completed in an expeditious manner and that high standards of service and quality are met;
- Assesses performance of staff working under his/her authority;
- Participates in training sessions.

Management of supplies, materials, and equipment of the Department
- Reviews and approves requests for stocks of materials and supplies;
- Reviews and endorses recommendations for replacement and/or upgrading of equipment and facilities within his scope;
- Ensures proper coordination of scheduled maintenance activities on the bridge in conjunction with operational activities;
- Consolidates requests for, reviews, and ensures adequacy, and follows up deliveries for stocks of materials and supplies, and change funds;
- Participates in the preparation of functional specifications needed for replacement and/or upgrading of equipment and facilities.

Quality Control
- Monitors the implementation of operating plans against forecasts, and prepares variance reports accordingly;
- Monitors compliance with procedures, and quality standards, and objectives;
- Participates in the review and preparation of recommendations on improvements on facilities, work methods, procedures, organization, working conditions, etc.

Other Expectations of the job
- May be required to stay beyond office hours until a qualified Toll Supervisor becomes available.
- Required to care for and operate all assigned tools and equipment in a safe and proper manner.
- Required to care for and properly manage all facilities, materials, supplies, stocks and inventories under his/her supervision;

Working Environment
Some exposure to noise, direct sunlight, dust and vehicle exhaust fumes.

- Attainment of objectives related to the effective design and implementation of toll operations plans and programs;
- Assurance of minimal closure of operating lanes;
- Minimal or no incidence of toll leakage;
- Implementation of TBC level of service;
- Minimal or no run out of toll-related consumables, materials, supplies or spare parts;
- Attainment performance standards as defined in TBC policies;

Education College Degree
Work Experience 8 Years of Manager in charge of collection of revenues for a department store or similar multi-outlet retail store.
Skills & Abilities Able to make prompt and sound decisions to deal with any situation associated with toll collection and customer service.
