VEHICLE RENTAL SERVICES
GENERAL INFORMATION
Services/Work Description: Vehicle rental services for the Post TRRC Unit Employer: Ministry of Justice, The Gambia.
Contract Type: Long-Term Contract
Duration: 24 months
Expected Start Date: March 2025
BACKGROUND
In November 2021, the Truth, Reconciliation and Reparations Commission (TRRC) submitted its final report to the Government, which included key recommendations on measures to ensure accountability, promote reconciliation and healing, and provide reparations for victims and their families. Among the recommendations was the establishment of symbolic memorialization initiatives as a vital form of reparative justice, aimed at fostering social cohesion and national healing.
The Government of The Gambia has committed in its White Paper on the TRRC recommendations to implement 263 of the TRRC recommendations. In May 2022, the Government developed an Implementation Plan to guide the process, with memorialization as a central component. The Plan emphasizes a victim-centered approach to memorialization, ensuring that the memorials and initiatives reflect the nature and scale of the human rights violations identified by the TRRC.
To support these efforts, the Post TRRC Unit at the Ministry of Justice, as per its work plans would require vehicle rental services for programme implementation. The Unit would therefore like to enter into a Long-Term Agreement (LTA) with reputable firms through a competitive bidding process to provide the aforementioned items on an hourly fixed price basis (Annex 1). The prices quoted for the various categories shall be fixed for a period of 24 months (2 years) when agreed on by the Ministry of Justice
SCOPE OF WORK
The service provider is expected to provide fully fueled and functional vehicles within a week’s notice. All rented vehicles should be fully insured and driven by licensed drivers.
EXPECTED OUTPUTS AND DELIVERABLES
Point to point transportation services as requested by the PTU. Such services should include the driver, the vehicle, and fuel cost.
All vehicles assigned should be in excellent condition.
The service provider will be responsible for its vehicle’s maintenance and cleaning services.
The service provider is expected to complete a vehicle logbook indicating the date of the trip, start /end dates, driver name, passenger’s signature.
The service provider’s drivers and vehicles will be the liability of the company. MOJ will not be held liable in case of accidents.
Personnel acting on behalf of the service provider shall not be entitled for any benefit, payment, compensation or entitlement.
DURATION OF THE WORK
The duration of this contract is for a duration of 24 months starting in March 2025 to February 2027.
VEHICLE TOOLS AND SAFETY MEASURES
The service provider must ensure that the assigned vehicles to MOJ account must include all safety measures and tools to ensure its safety function. Such tools and measures include but not limited to the following:
Air conditioner
Spare wheel
Standard tool kits (including jack and bolt wrench)
Safety Triangle
Fire Extinguisher
First Aid kit
Valid insurance
Valid registration documents
EVALUATION CRITERIA
Technical Competence 70% 70
Criteria A: Availability of the following vehicles:
Sedan for 4 passengers
4-Wheel drive for 4 passengers
Van for 12 passengers
Minibus for 24 passengers20
Criteria B: Adequate work experience
● At least 5 years of providing vehicle rental services.30
Criteria C – Demonstrates expertise in service provision:
Provide 3 written and signed reference from satisfied companies.20
