Background:
The National Nutrition Agency (NaNA) is a semi-autonomous government institution under the Office of the Vice President. It is charged with the responsibility of coordinating all nutrition and nutrition-related activities in the country. The overall mission of the Agency is to improve the nutritional status of Gambians, thus reducing malnutrition, morbidity and mortality among the general population, especially the most vulnerable groups; particularly pregnant and lactating women and children under five years of age, thereby contributing to the productivity of The Gambian population and the socio-economic development of the country, and to transform the Agency into a viable and sustainable Centre of Excellence in the area of nutrition policy formulation, research, capacity building, public health nutrition planning and programming in the West African sub-region.
NaNA seeks to hire the services of a Human Resources and Admin Manager under the Directorate of HR and Admin.
Objective:
To hire a seasoned Human Resources and Admin Manager to ensure the effective management of the Agency’s resources, in line with Agency’s service rules, national standards and organizational objectives,
Duties and Responsibilities:
Job Specification
The job holder shall work under the Human Resource and Admin Directorate and shall be answerable to the Director of H R and Admin. He/she shall be responsible for the following:
- Preparation of Payroll for approval by the DG office before payment by the finance directorate
- Determination of pay scales, grades, and allowances in line with the approved Scheme of Service, ensuring fairness and compliance.
- Monitoring leave, absenteeism, and related entitlements, feeding this information into payroll calculations.
- Organization and Management of personnel database, organisation of remunerations such as benefits and compensation;
- Development and management matters such as the implementation of conditions of service, recruitment, promotions, appeals, terminations, discipline and staff consultations, training and career development;
- Organisation of the Agency’s performance appraisals and succession planning;
- Monitoring of staff attendance and leave administration;
- Support in overseeing and supervising the work of the Human Resource and Admin Section
- Any other relevant duties assigned by the Director
Qualifications, Experience and Person Specifications
The ideal candidate must possess:
Qualifications:
The job holder must have acquired post graduate qualification of a Master’s Degree in Business Administration, Human Resources Management, Economics or equivalent qualification from a recognised University.
Work Experience:
The ideal candidate must possess a minimum of five (5) years relevant work experience in a managerial position in either the private or public sector.
Person Specifications:
Post holder would also be expected to possess the following person specifications:
- Ability to liaise effectively with Senior Management;
- Sufficient knowledge of government and industrial relations policies;
- High analytical skills and ability to review policies and procedures;
- Excellent communication and negotiating skills;
- Excellent interpersonal relationship skills;
- Proficiency in computer literacy
- Ability to align a team towards a shared purpose
- Ability to make timely and data-informed choices/decisions
Renumeration:
The post holder shall be on Category II Grade A of the Agency’s Pay Scale
