Background:
The Government of The Gambia, through the Ministry of Public Service (MOPS), is implementing a comprehensive institutional reform initiative under The Gambia Public Administration Modernization Project (PAMP), with technical and financial support from the World Bank. A critical component of this reform agenda is the digital transformation of Human Resource Management (HRM) practices across the public sector.
MOPS has procured the services of a specialized firm to design, develop, and implement an Integrated Human Resource Management Information System (HRMIS). This system will replace legacy HR systems, streamline HR processes, enhance data accuracy, and establish a reliable digital HR infrastructure in full alignment with the approved Software Requirement Specification (SRS) and the comprehensive HRMIS Strategy.
To ensure the successful, timely, and compliant delivery of this critical reform initiative, MOPS requires the services of a highly qualified and experienced individual consultant to serve as an independent Project Supervisor and Quality Assurance Officer. This consultant will provide technical oversight and ensure that all project deliverables meet the highest standards of quality and compliance.
Objective of The Assignment:
The primary objective of this consultancy is to provide independent, expert, and continuous technical supervision and quality assurance oversight throughout the entire HRMIS implementation lifecycle. The Consultant will:
- Serve as the principal technical adviser to MOPS on all aspects of HRMIS implementation;
- Ensure that the firm contracted to develop the HRMIS delivers a system fully compliant with technical and functional specifications;
- Verify adherence to international best practices and industry standards;
- Validate system readiness for operational deployment; and
- Oversee successful data cleaning, migration, and validation processes.
Scope of Work and Key Responsibilities:
The Consultant shall execute the dual roles of Project Supervisor and Quality Assurance Officer, performing the following key responsibilities across the project lifecycle:
Project Supervision and Technical Oversight
- Serve as the primary technical adviser to the MOPS Project Management Unit (PMU) and senior leadership;
- Monitor the implementation firm’s work plan, schedules, resource allocation, and progress against contractual milestones;
- Review and provide expert guidance on all project documentation, including Inception Reports, Detailed Design Documents, Training Manuals, and Technical Specifications;
- Proactively identify potential project risks, scope creep, budget overruns, and schedule slippages, advising MOPS leadership on mitigation strategies;
- Participate in and facilitate technical progress meetings, ensuring clear documentation of decisions, action items, and dependencies; and
- Ensure compliance with World Bank procurement and project implementation guidelines.
Quality Assurance and Compliance Verification
- Develop a comprehensive Quality Assurance Plan (QAP) aligned with the HRMIS SRS and Strategy documents;
- Conduct continuous verification that all system modules (Payroll, Personnel Management, Leave & Attendance, Recruitment, Performance Management, Training, etc.) are developed in strict accordance with agreed-upon specifications;
- Lead the development and execution of comprehensive User Acceptance Test (UAT) and System Integration Test (SIT) plans, test cases, and scenarios;
- Oversee all testing activities including functional, non-functional, security, performance, and stress testing; and
Data Cleaning, Migration, and Validation
- Review and approve the implementation firm’s Data Migration Strategy, including methodologies for data extraction, transformation, and loading (ETL);
- Provide technical expertise and hands-on support to the MOPS data cleaning team in resolving data quality issues;
- Oversee the execution of the data migration process, ensuring all transferred data is accurate, complete, and properly mapped; and
- Conduct post-migration validation to verify data integrity, completeness, and reconciliation against source systems.
Training and Change Management Support
- Review and approve training materials, user manuals, and system documentation developed by the implementation firm;
- Monitor the quality and effectiveness of end-user training programs across MDAs;
- Advise MOPS on change management strategies to ensure smooth adoption of the new system; and
- Produce a Change Management and Training Effectiveness Report at the conclusion of the rollout phase.
Individual Consultant Qualifications and Experience
The successful candidate must demonstrate a superior combination of academic qualifications, professional experience, and technical competence. Key requirements include:
Academic Qualifications
- Master’s Degree in Computer Science, Information Systems, Information Technology, Project Management, Software Engineering, or a closely related technical field from a recognized university; or
- A Bachelor’s Degree in a relevant field combined with exceptional professional experience (15+ years in relevant roles) may be considered.
Professional Experience
- Minimum 10 years of progressive professional experience in managing, implementing, or overseeing complex IT systems integration projects, particularly in Quality Assurance or Project Supervision roles;
- At least 5 years of specific, hands-on experience with implementation, customization, or quality assurance of large-scale HRMIS or Enterprise Resource Planning (ERP) systems;
- Demonstrable expertise in public sector context, including familiarity with government HR processes, civil service structures, and public financial management frameworks;
- Extensive experience in developing and executing formal SIT and UAT plans, test scripts, and quality assurance frameworks;
- Proven track record in data cleaning, migration, and validation from disparate legacy systems to integrated platforms; and
- Experience working on World Bank or other international development partner-funded projects is highly desirable.
Technical Competencies
- Strong knowledge of database technologies (SQL, Oracle, PostgreSQL), system architecture, cloud/on-premise deployment models, and modern software development methodologies (Agile, Waterfall, DevOps);
- Relevant professional certifications in Project Management (PMP, PRINCE2), Quality Assurance (ISTQB, CSTE), or IT Governance (COBIT, ITIL) are highly desirable;
- Excellent written and verbal communication skills in English; and
- High levels of professional ethics, independence, objectivity, and integrity.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.
The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
