GFA Consulting Group GmbH, headquartered in Hamburg/Germany, implements the “Power Sector Threshold Program Support Consultant/ Ref No: GAM-3002” Project, funded by the Millennium Challenge Corporation (MCC). The Contracting Authority is the MCA-Gambia.
The duration of the Project is up to 17 18 months starting from February 2025.
For the effective operation of the project office located in Banjul and to support the expatriate team, GFA intends to hire an experienced national Accountant.
Duties & Responsibilities:
- Liaise with the GFA HQ Office in Germany as required, ensuring the smooth flow of funds in compliance with GFA’s accounting practices.
- Under the supervision of the TL, liaise, if required, with MCA-Gambia to ensure conformity of all project financial and administrative matters with rules and regulations.
- In collaboration with the Team Leader, assure bookkeeping activities according to international and GFA standards.
- Assuring that all financial documents are maintained correctly and prepared in a timely manner, in accordance with GFA guidelines and in line with the project requirements
- Accurate and timely preparation of the monthly project journal in line with the project budget and accordance with GFA standards and the project requirements
- Preparation of the monthly statements for control and signature by the TL and their timely submission with all supporting documents (receipts and vouchers) to GFA HQ
- Monitoring of project bank accounts (bank statements, bank reconciliation)
- Ensuring bank payments and payments of service providers and clients
- Supervision of cash box management
- Supervision of bills and payments in coordination with the TL and the Operations Manager
- Calculation and management of travel and other advances
- Reception, control, and accumulation of financial documents and fillings
- Check all financial and contract documents for accuracy and conformity with GFA rules and regulations
- Support in procurement of goods and services in collaboration with the GFA Team Leader and the Operations Manager.
- Manage and track grant disbursements, ensuring timely payments to grantees according to established milestones and deliverables
- Review and process grant payment requests, verifying compliance with grant agreements and documentation requirements
- Develop and maintain grant payment schedules and financial tracking systems
- Monitor grantee financial reports and expenditure documentation for accuracy and compliance
- Coordinate with grantees to resolve payment issues and ensure proper documentation
- Create and maintain detailed records of all grant-related financial transactions
- Prepare regular reports on grant expenditures and financial status for management review
- Support grant budget planning and forecasting activities
- Ensure grant payment processes align with donor requirements and organizational policies
- Conduct financial capacity assessments of potential grantees when required
- Track and manage grant modifications that impact payment schedules or amounts in collaboration with the TL & Operations Manager
- Provide technical assistance to grantees regarding financial reporting requirements and payment procedures when required.
- Assist in grant closeout processes, ensuring all financial obligations are met and documented
- Assisting in any other tasks as required by the Team Leader and the GFA- backstopping team to ensure the smooth financial management of the Project
Requirements
- University degree in finance, accounting, economics, or other relevant fields
- At least five (5) years of relevant work experience as a finance officer/ accountant
- At least three (3) years of experience in working with international donor agencies and IFIs in a similar position, e.g. World Bank, EU, GIZ, KfW, etc.
- Know-how of the Monitoring and Evaluation system of donor-funded projects is an advantage.
- Solid knowledge of the local financial and taxation system, including laws and regulations
- Excellent Proficiency in MS-WORD, EXCEL and PowerPoint, and accounting software
- Excellent command of English and relevant local language(s), verbally and written;
- Good organizational and communication skills;
- Self-learner with readiness to improve and acquire skills
