Shelter For Life International (SFL) Headquartered in Minnesota, USA is an international relief and development organization with over 40 years of experience in providing sustainable development and humanitarian assistance in developing countries around the world.

Project background:

Shelter For Life International (SFL) is implementing the Cultivating Resilient and Optimal Production – Horticulture (CROP-H) Project using a market-based approach in partnership with multiple stakeholders across the horticulture value chain. This five-year project is funded by the United States Department of Agriculture (USDA’s) Food for Progress (FFPr) Project in The Gambia. The project strategic objectives are 1) To increase agricultural productivity in horticulture products while promoting resilient agriculture technologies and techniques; and 2) To expand the trade of agricultural products (domestically, regionally, and internationally) through improvements in the trade-enabling environment.

The program is developing and improving the horticulture value chain through the following four program goals: 1) Increase productivity and output; 2) Expand and improve quality exports; 3) Increase farmer employment; and 4) Improve incomes and standards of living for smallholder farmers in The Gambian horticulture sector.

The project promotes Resilience Agriculture practices to increase agricultural productivity, strengthen resilience to climate change, and improve natural resource management.

To support the implementation of resilience agriculture interventions and strengthen the technical capacity of project staff, CROP-H seeks to recruit a qualified consultant to develop resilience agriculture training handouts and conduct a Training of Trainers (ToT) Program for CROP-H Staff and Extension Workers, across the six project implementation regions.

Purpose:

Through this post, SFL is requesting offers from individual Consultants or Consulting firms to develop two comprehensive and practical Resilience Agriculture training handouts for vegetable and fruit tree production systems and deliver a two-day Training of Trainers (ToT) program in each of the six regions, targeting thirty (30) extension workers selected across the regions and six (6) Regional Coaches under the CROP-H Project.

Objectives

The specific objectives are to:

  • Develop a Resilience Agriculture Training Handout for Vegetable Production
  • Develop a Resilience Agriculture Training Handout for Fruit Tree Production
  • Develop practical training tools and facilitator
  • Conduct a Training of Trainers (ToT) program for six (6) CROP-H Coaches, and Thirty (30) Extension Workers.
  • Strengthen participants’ facilitation and technical skills to support resilience agriculture
  • Establish a sustainable capacity-building system that supports long-term resilience agriculture implementation.

Scope of Work

The consultant shall undertake the following tasks:

Task 1: Review of existing materials

  • Review project documents, and CSA manuals;
  • Consult with the CROP-H technical team to identify priority training needs and learning

Task 2: Development of CSA Training Handouts

The consultant shall develop two separate training handouts endorsed by NARI:

Handout 1: Resilient Vegetable Production

The handout shall cover, but not be limited to:

  • Introduction to Resilience Agriculture;
  • Soil fertility and soil health management;
  • Compost production and application;
  • Mulching techniques;
  • Water conservation and efficient irrigation practices;
  • Drip irrigation systems and management;
  • Crop rotation and intercropping;
  • Resilient vegetable varieties;
  • Integrated Pest Management (IPM);
  • Harvesting and post-harvest management;
  • Farm record keeping and production

Handout 2: Resilient Fruit Tree Production

The handout shall cover, but not be limited to:

  • Introduction to Resilience Agriculture in fruit tree systems;
  • Site selection and orchard establishment;
  • Resilient fruit tree species and varieties;
  • Soil and water management practices;
  • Composting and nutrient management;
  • Mulching and moisture conservation;
  • Pruning, canopy and grafting management;
  • Integrated Pest and Disease Management;
  • Orchard sanitation practices;
  • Resilient adaptation strategies for fruit trees;
  • Harvesting and post-harvest handling;
  • Orchard business management and record

Requirements for Both Handouts

Each handout shall include:

  • Learning objectives;
  • Practical illustrations and photographs;
  • Technical recommendations;
  • Practical exercises and demonstrations;
  • Key messages;
  • Farmer-friendly language;
  • References and additional

The handouts shall be submitted in editable Microsoft Word format and print-ready PDF format.

Task 3: Validation of Training Materials

The consultant shall:

  • Present draft handouts to the CROP-H team;
  • Incorporate comments and recommendations;
  • Submit final approved versions endorsed by

Task 4: Delivery of Training of Trainers (ToT)

The consultant shall deliver a two-day Training of Trainers (ToT) program in each of the six regions, targeting thirty (30) extension workers selected across the regions and six (6) Regional Coaches.

Training Duration

  • Two (2) consecutive days for each region;
  • Combination of classroom sessions and field-based practical

Evaluation and Final Reporting

The consultant shall conduct pre- and post-training assessments to measure participants’ knowledge acquisition, evaluate the effectiveness of the training, and issue certificates to all participants.

Upon completion of the assignment, the consultant shall submit a final report summarizing the activities undertaken, training outcomes achieved, key findings, lessons learned, challenges encountered, and recommendations for strengthening future Resilient Agriculture interventions.

Expected Deliverables

Under the supervision of the CROP-H technical team, the consultant shall submit the following deliverables:

  • Inception report with detailed work plan and methodology
  • Final Resilient Vegetable Production Training
  • Final Resilient Fruit Tree Production Training
  • Six (6) regional ToT training sessions delivered
  • Final consultancy report with recommendations

Duration and Level of Effort

The consultancy is expected to be completed within 40 working days. The timeline may be adjusted based on project implementation needs, and approval processes.

The consultant will work closely with the CROP-H technical team to ensure timely delivery of all outputs and successful completion of the training program, targeting thirty (30) extension workers selected across the regions and six (6) Regional Coaches.

Reporting and Supervision

The Consultant will report to the CROP-H Project Horticulture Manager. All deliverables shall be submitted in English and in electronic format.

Required Qualifications

Interested consultant or consulting firms should have:

  1. Minimum five (5) years of relevant professional experience in Resilience Agriculture, Climate-Smart Agriculture, or sustainable agricultural development.
  2. Demonstrated experience in developing agricultural training manuals and extension
  3. Proven experience delivering Training of Trainers (ToT)
  4. Experience conducting farmer training and field
  5. Strong understanding of horticulture and orchard production
  6. Excellent facilitation, communication, and report writing

Proposal Submission Requirements
