INTRODUCTION

The Gambia University of Applied Science, Engineering and Technology (USET), through its commercial subsidiary USET Development Services & Training (USET-DST), invites qualified local and international companies, industrial operators, technology firms, investors, and consortiums to submit Expressions of Interest (EOI) for strategic Public–Private Partnership (PPP) engagements.

USET is mandated under its Science, Technology, Engineering and Entrepreneurship (STEE) philosophy to function as an entrepreneurial university that integrates applied research, industrial production, and technology commercialization into national development.

USET-DST serves as the University’s commercial and industrial vehicle, incorporated as a Company Limited by Guarantee under the Gambia Companies Act (2013).

OBJECTIVE OF THE EOI

The objective of this EOI is to identify competent and financially sound partners for structured PPP arrangements to:

  • Optimize underutilized industrial assets
  • Expand revenue-generating operations
  • Enhance technology transfer and commercialization
  • Strengthen industry-academic integration
  • Mobilize private capital and expertise

 IDENTIFIED PPP AREAS

USET invites EOIs in the following priority sectors:

CNC Subtractive Manufacturing & Precision Engineering

Scope includes:

  • Industrial-scale machining operations
  • Automotive and mechanical component fabrication
  • Reverse engineering services
  • SME prototyping and batch production
  • Management Contract / Lease + Revenue Share models

Automotive Diagnostic & Repair Services

Scope includes:

  • Commercial workshop operations
  • Fleet servicing contracts
  • Automotive electronics and diagnostics
  • Concession / Management Contract model

III. Construction, Green Building & Affordable Housing

Scope includes:

  • Design–Build–Operate models
  • Compressed Stabilized Earth Block (CSEB) production
  • Sustainable housing development
  • Modular and social infrastructure projects
  • Joint Venture / Equity Partnership model

Vocational Training Centre (Selective Industrial Streams)

Priority streams:

  • Nail manufacturing
  • Barbed wire production
  • Woodwork & metal fabrication
  • Rehabilitate–Operate–Transfer (ROT) or JV model

Foundry & Industrial Casting Operations

Scope includes:

  • Rehabilitation and modernization
  • Industrial metal casting
  • Integration with CNC & construction
  • Design–Build–Operate (DBO) / Joint Venture model

Startup Incubation & Technology Commercialization

Scope includes:

  • Venture partnerships
  • IP licensing & commercialization
  • Innovation funding vehicles
  • Co-investment in spin-offs

VII. Joint Research & Development (R&D) Consortia

Scope includes:

  • Sector-focused R&D clusters
  • Automotive components
  • Renewable energy systems
  • Sustainable construction technologies
  • Collaborative research agreements

VIII. Materials Testing Laboratory

Scope includes:

  • Concrete testing and quality assurance services 
  • Steel reinforcement testing 
  • Tensile strength testing 
  • Construction materials characterization and certification 
  • Laboratory equipment installation, calibration, and operationalisation 
  • Engineering materials analysis to support construction, infrastructure, and industrial projects .

PPP STRUCTURE OPTIONS

USET is open to structured arrangements including but not limited to:

  • Joint Ventures (JV)
  • Concession Agreements
  • Management Contracts
  • Lease + Revenue Sharing
  • Design–Build–Operate (DBO)
  • Rehabilitate–Operate–Transfer (ROT)
  • R&D Consortia
  • Equity Partnerships

Final structure will be determined during negotiation phase.

ELIGIBILITY CRITERIA

Interested firms/consortiums must demonstrate:

  • Legal incorporation and registration
  • Minimum 5 years operational experience in relevant sector
  • Proven technical capacity
  • Financial soundness
  • Experience in PPP or infrastructure partnerships (preferred)
  • Demonstrated quality and safety compliance

Consortium applications are permitted.

SUBMISSION REQUIREMENTS

Interested parties shall submit

  • Company profile (max 10 pages)
  • Evidence of legal registration
  • Audited financial statements (last 3 years preferred)
  • Summary of relevant project experience
  • Proposed partnership model (indicative)
  • Statement of interest outlining strategic fit
  • Contact details of authorized representative

SELECTION PROCESS

The EOI process will follow a transparent multi-stage selection method:

Stage 1 – EOI Submission
Stage 2 – Shortlisting
Stage 3 – Request for Proposal (RFP)
Stage 4 – Negotiation & Due Diligence
Stage 5 – Contract Award

USET reserves the right to:

  • Accept or reject any EOI
  • Request additional information
  • Cancel or amend the process
  • Engage multiple partners

SITE VISITS AND FACILITY INSPECTION

On or before June 28th, 2026

Interested companies, investors, technical partners, and individual applicants shall be permitted to conduct guided visits and physical inspections of the relevant facilities and operational sites prior to the submission of their Expressions of Interest (EOIs) or partnership proposals.

The site visits are intended to provide prospective partners with the opportunity to:

  • Assess the current operational condition of facilities and equipment; 
  • Obtain a clearer understanding of technical, infrastructural, and commercial opportunities; 
  • Interact with designated institutional representatives where necessary; 
  • Support the preparation of informed, realistic, and technically responsive partnership proposals. 

Interested parties shall communicate formally with The Gambia University of Applied Science, Engineering and Technology to schedule inspection visits within the designated facility inspection period.
