RFP N°: SFL/CROP-H PROJECT/FY26/07 for Consultancy Service: Irrigation Design Consultancy

Shelter For Life International (SFL) Headquartered in Minnesota, USA is an international relief and development organization with over 40 years of experience in providing sustainable development and humanitarian assistance in developing countries around the world.

Project background:

The CROP-H Project, implemented by Shelter For Life International (SFL) with funding from the United States Department of Agriculture (USDA), aims to increase horticultural productivity and improve market access for smallholder farmers in The Gambia. As part of this objective, SFL is seeking to engage a qualified Irrigation Design Consultant to assess selected farms and develop technically sound, resilient, and cost-effective drip irrigation system designs for improved water management and agricultural productivity.

Purpose:

SFL invites qualified and experienced individual consultants or consulting firms to submit offers for the assessment of existing farm conditions and the design of efficient, resilient, and cost-effective drip irrigation systems for six (6) farms across the six CROP-H intervention regions.

Overall Objective:

The assignment aims to improve water-use efficiency, optimize irrigation performance, and enhance horticultural productivity through sustainable irrigation solutions.

The specific objectives of this assignment are to:

Scope of Work

The Consultant will be responsible for:

  • Conducting comprehensive technical assessments of the six (6) selected farms, including topography, soil characteristics, water availability, and existing irrigation infrastructure.
  • Reviewing and evaluating existing irrigation systems, including pumps, pipelines, valves, and related
  • Developing detailed drip irrigation system designs, including engineering drawings, hydraulic calculations, and technical specifications.
  • Preparing Bills of Quantities (BOQs) and cost estimates for the proposed irrigation
  • Recommending sustainable and resilient irrigation solutions that improve water management, system efficiency, and long-term operation and maintenance.
  • Providing practical recommendations to support implementation of technically feasible and economically viable irrigation systems.

Expected Deliverables

Under the guidance and coordination of the CROP-H Water and Agriculture Management Engineer, the Consultant shall submit or deliver the following:

  • Farm Assessment Reports for the six (6) selected
  • Existing Irrigation Layout with detailed Drip Irrigation Design (using AutoCad, IrriCad or similar software)
  • Hydraulic Calculations and Technical
  • Bill of Quantities (BOQ) and Itemized Cost
  • Final Consolidated Report with

Duration and Level of Effort

The service is delivery based and estimated implementation period is 6 weeks August 1st to 15 September 2026.

Required Qualifications

Interested individual consultants, consulting firms, or service-providing companies should have:

  • Advanced Master’s degree in irrigation engineering, Water Resources Engineering, or related
    • Minimum 5 years of experience in irrigation systems, especially drip
    • Experience in Hydraulic
    • Demonstrated ability to facilitate participatory training and produce technical

Proposal Submission Requirements

Interested applicants are expected to submit:

  • Technical Proposal, including: detailed methodology and approach; detailed work plan and timeline; Budget, relevant experience and past assignments, CVs of personnel who will be engaged in the service. Include company registration/business licence, relevant certifications or accreditations, and at least [2-3] list of similar assignment information (to which project and organization/project the service provided.
  • If applying as an individual consultant, include CV(s);
  • Technical proposal, Financial Proposal / detailed budget (state the currency to be used, based on the country office where the consultancy will take place).
