Request for Consultancy Service 

The Education for All Campaign Network (EFANet) invites qualified consultants/consultancy teams to submit proposals to lead a strategic planning process to review the EFANet 2019–2024 strategic plan and develop a new strategic framework for 2027–2030. 

Scope of work

The consultant will be responsible for developing the strategic plan will undertake the following activities;

•  Define the scope and the methodology of the strategic framework development process;
• Review and analyses EFANET Strategic plan 2019-2024 along with other organizational documents/policies 
• Conduct a thorough review of EFANet`s status including its vision, mission, programs, achievements and challenges and conduct a SWOT analysis to identify the strengths, weakness, strategic opportunities and threats for EFANet with members, board and staff through interviews and meetings
• Engage with the EFANET Board and partners to prioritize strategic direction and refine mission, vision, objectives and strategy; 
• Analyze the national and international educational context, with a specific focus on SDG 4 implementation and its implication for EFANet`s work
• Engage with key stakeholders including EFANet`s Board members, members organizations, regional chapters, civil society, partners, donors and beneficiaries through consultations, interviews and workshops to gather inputs and build consensus
• Facilitate a participatory strategic planning process to develop the plans content, including vision, mission, strategic objectives, key result areas and action plans
• Develop a robust resource mobilization strategy that identifies potential funding sources, donor engagement approaches and partnership opportunities 
• Incorporate a comprehensive monitoring, evaluation, and learning framework into the strategic plan
• Draft the strategic plan document, ensuring it is clear, concise, actionable and aligned with international best practices in strategic planning and education advocacy and to be presented to the members for their validation and to the Board for their endorsement

Deliverables

The key deliverables for this assignment include:

• An inception report detailing the proposed methodology, workplan, and stakeholder methodology strategy

• A draft strategic plan document for review and feedback through a validation meeting to be organized by EFANet

• A final strategic document covering (2027-2030), including a detailed action plan and resource mobilization strategy is developed and submitted to EFANet board of directors and management

• A presentation of the final strategic plan to key stakeholders

• A comprehensive briefing paper / cover letters for presentation and marketing purpose is developed and tendered along with final strategic plan document;

• Clear resource mobilization strategy, theory of change framework and MEAL metric accompanying the final strategic document are presented in the document

Qualification

The consultant should process:

• Minimum of 10-year work experience in the field of development/social work 
• Minimum of 5 years of experience in strategic planning; experience in organizational and change management
• Proven experience in strategic planning, particularly within the education sector and/or development field
• In-dept knowledge of Sustainable Development Goal (SDG 4) and its targets
• Demonstrate experience in resource mobilization and fundraising strategies
• Excellent analytical, research, facilitation and report writing skills
• Familiarity with the country`s education context
• Knowledge in program/project management or MEAL and managing theory of change good knowledge of education policy development; monitoring; accountability; and advocacy is an added advantage; 
• Proven excellent communication and facilitation skills, including in multi-cultural settings; 
• Highly motivated and committed to the values of promoting quality and inclusive education, transparency and accountability; 
• Fluency in English (written and spoken); fluency in another local languages.
