Background

The German Federal Foreign Office has commissioned the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH to provide technical assistance to the Government of the Republic of The Gambia. As a federally owned enterprise, GIZ supports the German Government in achieving its objectives in the field of international cooperation.

GIZ is currently implementing its programme “Police Programme Africa – Joint EU-German Support to the Gambia Police Force (Phase 2)”. This programme is co-funded by the European Union. It provides technical assistance to the Gambia Police Force (GPF), supporting the governance and effectiveness of the security sector through measures including rehabilitation of police infrastructure. In Phase 1, GIZ has implemented the construction of model police stations within the Greater Banjul area. It now plans to construct similar model police stations in other regions of the Gambia.

Purpose of this Call

The objective of this Call for Expressions of Interest is to identify suitable construction contracting firms for the construction of model police stations at selected locations in various regions of The Gambia. 

Subject to applicable procurement rules and regulations, qualified construction contracting firms may be approached later for the implementation of the construction works. 

This Call thus forms part of a market survey for the mentioned services.

Planned Construction Works

A total of six (6) model police stations will be constructed in various regions of The Gambia. Works can comprise completion of unfinished structures, partial renovation, extension of existing infrastructure and erecting new structures with related technical installations (electric power and sanitary facilities), to international standards.

Services will be required in the following regions:

• West Coast Region 
• North Bank Region 
• Central River Region 
• Lower River Region
• Upper River Region 

The contracts will be divided into Lots which will be decided at the time of tendering which is expected to take place in November 2024.

Instructions for interested construction contracting firms

Construction contracting firms established in The Gambia are invited to express their interest in providing services by sending relevant documents, including a cover letter, showing the expertise and experience as outlined, and with the email reference “Construction – Police Programme Gambia” to: sn_quotation@giz.de

The deadline for submission is 8th November 2024 15:00

GIZ encourages interested firms to demonstrate their eligibility by providing (1) commercial, and (2) technical documentation in their field of work.

Commercial Eligibility

1. 1. Letter expressing interest, also specifying the regions.
   2. Company details including full company name, full address, phone and email address with map showing location of the business.
   3. Valid business registration certificate.
   4. Tax Identification Number (TIN). 
   5. Valid VAT registration certificate
   6. Company profile outlining
      – number of current employees (permanent / temporary and in total with at least 10);
      – number of current professional staff qualified to perform the works;
      – organizational chart for the key staff (management staff and field staff). 
   7. Certificate of bank account identification in the name of the firm.
   8. A certified audited account by a competent audit firm presenting an average annual turnover over the last three years in the construction sector equal to at least eighteen million (18,000,000) Gambian Dalasis.

• Minimum of 10 employees during the previous year.

Technical Eligibility

• • List of reference projects implemented as standalone general contractor in the last 10 years. The list shall include the name of the clients, contract values, date completed and key technical staff (engineers, technicians, tradesmen and artisans) involved. Minimum requirement is 2 reference projects.
  • Performance certificate for two similar projects executed within the past 10 years, with value of at least eighteen million (18,000,000) Gambian Dalasis each. 

• List of available plant and machinery with evidence of ownership (proof of ownership of at least two concrete mixer mixers of 0.5m3 capacity is required). 

• List of projects where compressed earth blocks have been used.

• Staff/experts with the following profiles (submit organisation chart with staff profiles; No need to submit CVs at this stage):

1. Senior Civil Engineer/Construction Manager: with a minimum of ten (10) years of experience and having successfully executed similar projects in a leading position.
2. Electrician: Qualified electrician with a minimum of ten (10) years of experience installing electrical systems and equipment and having successfully executed similar projects in a leading position.
3. General Foreman: a minimum of ten (10) years of experience and having successfully executed similar projects in the same position.
4. Project Accountant/Quantity Surveyor: Qualified with a minimum of ten (10) years of experience and having successfully executed similar projects.

OTHER INFORMATION

GIZ will not be able to inform interested firms about the outcome of the evaluation of this Call for Expression of Interest. Please do not send technical or price offer or other documents not requested. Kindly note that complete tender documents will be sent to all firms that will be assessed as eligible by GIZ based on the information and documents submitted as specified above.

Failure to submit the documents requested might lead to exclusion.
