Introduction
The Gambia National Youth Council (NYC) was established by an Act of National Assembly in the year 2000 with the main function of co-coordinating all youth programmes in The Gambia and advising Government on matters affecting young people amongst others, register youth organizations, implement national youth programmes as well as enhanced the participation of young people in national development
Since its inception in 2000, the NYC has embarked on numerous projects and programmes geared towards building the capacity of the youths and improving their general welfare and well-being including interventions ranging from supporting the youth centers, Migration Information Centres, staff training, capacity building programmes for youth and youth organizations, advocacy and awareness raining initiatives, and also actively involved in the national migration management processes.
To ensure effective coordination, evidence-based policy advocacy/advisory and youth programming for development, the Council is seeking the services of a qualified candidate to serve as ‘’Finance and Admin Manager’’ to provide the following specific assignments:
- Head the finance and admin unit of National Youth Council (NYC)
- Develop and implement financial strategies that will support financial stability of NYC
- Ensure compliance with statutory financial policies and reporting requirements
- Coordinate the implementation of audit recommendations
- Coordinate, prepare and monitor annual budgets including operating and capital expenditure budgets
- Review, prepare and reconcile all financial statements, and ensure timely treatment of outstanding items for the company
- Responsible for preparation and payment of salaries, handling of all cheques and physical cash
- Ensure the fix asset register is managed and maintained with strict adherence to fixed assets register procedures timely updating of assets register
- Develop and implementing policies on issues like working conditions, performance, management, equal opportunities, disciplinary procedures and absence management
- Coordinate HR needs, planning strategies including immediate and long-term staff requirements, capacities and report to the appropriate authorities
- Providing and interpreting financial information
- Facilitate staff recruitment including developing jobs descriptions and person specifications, preparing job adverts, checking application forms, shortlisting and take part in interviewing candidates.
- Prepare a correct bank reconciliation for all accounts at the end of every month and provide quarterly and annual financial reports
- Provide technical support to the Finance Office and Admin Officer and other staff of the Council
- Follow up on the procurement of materials in line with NYC financial procedure manual and GPPA Procurement procedure
- Carry out any other duty assigned to you by the Executive Director
Skills
The candidate must possess the following skills or competence:
- Advanced knowledge and experience in youth work and community mobilization
- Experience in working with youth groups at different levels
- Knowledge of project management and development
- Strong interpersonal and organizational skills
- Good report writing skills
- Excellent command of English and fluency in at least 2 local languages
- Computer literacy and strong electronic communication skills
- Ability to multi task, work in a team environment and meet the deadline
Education/Academic Qualification and experience
The candidate must hold one of the following:
- Degree in Accounting, ACCA Level 1 or AAT level 3 with 5 years work experiences
- Extensive professional experience in management for at least 5 years.
- Proven experience and technical ability to manage a large project
- Proven ability to draft, edit and produce written financial proposals and results-focussed reports
- Effective interpersonal, management and negotiation skills proven through successful interaction with stakeholders, including senior government officials, regional/local authorities, experts and NGOs/communities
- Demonstrated ability in team management and collaboration
