Job Overview
Background
Banjul International Convention Centre Limited (BICC Ltd) intends to strengthen its asset management, control, tracking, and reporting processes through the acquisition and implementation of a comprehensive Asset Management Software Solution integrated with asset tagging and identification technology. The system will support accurate asset registration, verification, tracking, maintenance, valuation, and reporting while ensuring compliance with internal control requirements and financial reporting standards.
Objective
The objective of this assignment is to procure, deploy, and support a cloud-based Asset Management System together with specialized asset tagging equipment, materials, and field installation services to establish a complete and reliable fixed asset management framework across the organization.
Scope of Services
The successful service provider shall:
Supply, install, configure, and commission a cloud-based Enterprise Asset Management Software Solution.
Conduct a comprehensive review and verification of existing fixed assets.
Import and migrate existing asset register data into the new system.
Develop and assign unique asset identification numbers and classification structures.
Supply industrial-grade asset label printers, barcode/QR code scanners, and associated accessories.
Supply specialized asset identification materials including:
– Polyester asset labels
– Tamper-evident security labels
– Weatherproof and chemical-resistant labels
– Thermal transfer ribbons
– Rigid anodized aluminum or stainless-steel asset tags
Supply and utilize a complete field preparation and installation kit for asset tagging activities.
Print, encode, install, and verify all asset labels and tags at designated locations.
Configure asset lifecycle management functions including acquisition, transfers, maintenance, depreciation, revaluation, and disposal.
Provide user acceptance testing, system documentation, and training for Finance, Procurement, Administration, Facilities, and ICT personnel.
Provide post-implementation technical, accounting, and system support services.
Minimum Functional Requirements
The solution must support:
-Centralized asset register management.
-Barcode and QR code asset identification.
-Asset verification and stock-taking.
-Asset movement tracking.
-Custodian and location management.
-Preventive maintenance scheduling.
-Depreciation and revaluation management.
-IFRS-compliant asset reporting.
-Mobile asset verification capability.
-User audit trails and security controls.
-Cloud hosting with automated backup and disaster recovery.
-Integration capability with accounting and enterprise systems.
Deliverables
The service provider shall deliver:
-Fully operational cloud-based Asset Management System.
-Verified and reconciled asset register.
– Printed and installed asset labels and metal asset tags.
– Industrial asset label printer(s) and scanner(s).
– Asset verification and tagging report.
– System manuals and training materials.
– User and administrator training.
– Go-live and acceptance report.
– Twelve (12) months subscription, maintenance, and technical support.
Qualification Requirements
Interested firms shall demonstrate:
- Valid Business Registration certificate
- Valid GPPA Registration Certificate (2026)
- Minimum three (3) years’ experience in asset management system implementation.
- Proven experience in large-scale asset verification and tagging projects.
- Availability of qualified ICT, engineering, and asset management specialists.
- Experience in supplying industrial asset tagging hardware and materials.
– Capacity to provide local and remote technical support.
Duration of Assignment
The implementation, asset verification, tagging, system deployment, training, and commissioning services shall be completed within 6 months as specified in the contract. The provider shall also provide at least twelve (12) months of post-implementation support and maintenance services.

All submissions must be received no later than 28th September 2026 at 12:00 PM.
