Background
Banjul International Convention Centre Limited (BICC Ltd) seeks to engage a qualified and experienced service provider to supply, implement, and support a cloud-based Integrated Accounting and Payroll Software Solution to enhance the efficiency, accuracy, security, and reliability of its financial and payroll management processes. The solution shall support IFRS-compliant financial reporting, payroll administration, statutory deductions, budgeting, and management reporting while ensuring data security and business continuity. This TOR has been developed in line with the Company’s financial management requirements and existing financial systems.
Objective
The objective of this assignment is to procure and implement a modern, secure, cloud-based accounting and payroll system that integrates all key finance and payroll functions into a single platform and supports the Company’s operational, statutory, and reporting requirements.
Scope of Services
The successful service provider shall:
Supply and configure a cloud-based Integrated Accounting and Payroll Software Solution.
Provide and cover the cost of the first-year software subscription/license.
Install, customize, test, and commission the system.
Migrate and validate accounting and payroll data for the previous two (2) financial years.
Configure the Chart of Accounts, cost centers, budget codes, tax settings, payroll structures, and reporting templates.
Set up user roles, approval workflows, audit trails, and security controls.
Conduct user acceptance testing (UAT) and resolve all identified issues prior to go-live.
Train finance, payroll, ICT, and management staff on system usage and administration.
Provide post-implementation support, including both accounting and IT technical assistance.
Offer system maintenance, troubleshooting, updates, and helpdesk support during the contract period.
Minimum Functional Requirements
The proposed solution must support:
- General Ledger, Accounts Payable, Accounts Receivable, Cash Management, Fixed Assets, Budgeting, and Financial Reporting.
- Payroll processing, PAYE calculations, pension deductions, allowances, loans, overtime, and payroll reporting.
- Multi-user access with role-based permissions.
- Automated bank reconciliation.
- Management dashboards and customized reporting.
- Data backup, disaster recovery, and business continuity features.
- Audit trails and transaction tracking.
- Integration capability with other systems and future enhancements.
- Secure cloud hosting with appropriate cybersecurity protections.
Deliverables
The service provider shall deliver:
- Fully operational cloud-based accounting and payroll system.
- Successful migration of two years’ historical accounting and payroll data.
- User and system administrator manuals.
- User training and capacity-building sessions.
- Go-live support and system acceptance report.
- Twelve (12) months of subscription, maintenance, and technical support.
Eligibility and Qualification Requirements
Interested firms shall demonstrate:
- Valid Business Registration certificate
- Valid GPPA Registration Certificate (2026)
- At least five (5) years’ experience in implementing accounting and payroll software solutions.
- Proven experience with similar assignments for public institutions, state-owned enterprises, or large organizations.
- Availability of qualified accounting, payroll, and ICT specialists.
- Capacity to provide local and remote technical support.
- Submission of client references and evidence of successful implementations.
Proposal Evaluation Criteria
Proposals will be evaluated based on:
- Technical compliance with the required specifications.
- Functional capabilities of the software.
- Experience and qualifications of the firm.
- Implementation methodology and support arrangements.
- Total cost of ownership and value for money.
Duration of Assignment: The implementation, testing, migration, training, and go-live activities shall be completed within 3 months, with twelve (12) months of post-implementation support and subscription included.
