Introduction & Project Background

The Cashew Fruit Product Development Project is a multi-lateral development initiative aimed at addressing sub-optimal asset utilization within the cashew value chain in West Africa, specifically focusing on The Gambia. While cashew nut production is highly commercialized, millions of tons of nutritional, high-value cashew apples (fruit) rot annually at the farm gate due to limited local processing capacity, short storage life, and lack of specialized agro-processing facilities.

Through the joint intervention of the European Union (EU), the Organization of African, Caribbean and Pacific States (OACPS), and the German Federal Ministry for Economic Cooperation and Development (BMZ), implemented via GIZ / ComCashew, this project seeks to establish pilot processing infrastructure. Camarass and the University of The Gambia (UTG) serve as the co-implementing tech-academic and commercialization framework. The objective of this tender is to invite eligible local, regional, or international engineering firms, fabricators, or authorized equipment suppliers to submit technical and financial bids for the manufacturing, testing, delivery, installation, and commissioning of three (3) critical machinery lines: a Motorised Screw Press, an Industrial Pasteurizer, and a Food Dehydrator.

Scope of Work

The selected Contractor/Vendor will be required to execute the following activities:

  • Fabrication / Procurement: Source materials, engineer components, and construct or procure the machinery conforming precisely to the technical specifications outlined in Section 3.
  • Quality Control & Testing: Conduct factory-level dry runs and water testing prior to shipping to verify structural integrity and electronic safety.
  • Logistics & Delivery: Deliver the machinery fully packed and protected against maritime/terrestrial transport damage to the designated University of The Gambia project site or partner facility.
  • Installation & Commissioning: Perform mechanical alignment, power connection setup, and process stabilization at the designated site.
  • Capacity Building: Provide technical training to at least four (4) operators from UTG and Camarass on safe machine handling, standard operating procedures (SOPs), regular sanitation, and minor maintenance routines.

Technical Specifications

All machinery surfaces coming into direct or indirect contact with raw materials or food intermediate juices MUST be constructed exclusively from food-grade stainless steel (AISI 304 or AISI 316). Regular carbon steel or substandard alloys are strictly forbidden due to high organic acid concentration in cashew fruit juice.

Industrial Pasteurizer

Designed for thermal batch stabilization of raw cashew juice to deactivate wild yeasts and spoilage enzymes while preserving nutritive qualities.

Eligibility & Administrative Requirements

Bidders must submit a separate “Technical Proposal” envelope containing verifiable evidence of administrative compliance aligned with international GIZ and public procurement guidelines:

 Valid Certificate of Business Registration/Incorporation. Valid Tax Clearance Certificate issued by the appropriate National Revenue Authority. Company Profile showcasing a minimum of three (3) years of corporate experience in fabricating or supplying agro-processing, dairy, or food industry equipment. Reference list indicating at least two (2) previous similar supply contracts executed successfully within the last five years, complete with physical addresses, emails, and phone contacts for verification. Comprehensive Warranty statement confirming a minimum warranty period of twelve (12) months covering all structural defects, fabrication errors, and moving mechanical parts.

Tender Evaluation Criteria

Evaluation will follow a two-tier evaluation methodology where only bidders achieving a minimum score of 70 points on the technical evaluation matrix will have their financial bids unpacked and assessed
