INTRODUCTION

The Gambia Red Cross Society (GRCS) was established by an Act of Parliament and became an
independent National Society on 5 October 1966. GRCS is a humanitarian organization acting as an
auxiliary to the public authorities, and its constitution/statutes are based on the Geneva Conventions
and the Fundamental Principles of the International Red Cross and Red Crescent Movement (Humanity,
Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality).
GRCS is committed to delivering essential services across various sectors, including Migration and
Displacement.

As part of its mandate, GRCS provides basic services to migrants hosted at the Tanji
Reception Centre during the screening process conducted by the Gambian migration authorities. To
achieve this, GRCS implements several initiatives and projects funded by different international donors,
which include the provision of humanitarian services such as the distribution of hot meals. These
services include the provision of nutritionally adequate hot meals aimed at safeguarding the health,
dignity, and well-being of migrants during transit and temporary stay for a duration of 72 hours. Among
these interventions, GRCS is implementing the project “Assistance and social support to migrants in The
Gambia”, funded by the EU. These tender aims to establish framework agreements with some service providers capable of delivering these services under different projects, ensuring compliance with the standards required by the European Union and other donors.

OBJECTIVE OF THE TENDER
Establish framework agreements with multiple service providers for the preparation and transportation
(provision) of safe, nutritious, and quality hot meals for migrants in transit to the Tanji Reception Centre, ensuring timely delivery during emergency situations.

SCOPE OF THE SERVICES

The selected service providers will be responsible for the preparation and transportation of hot meals
(breakfast, lunch or dinner) to the Tanji Reception Centre, ensuring timely delivery and compliance with
all safety and nutritional standards outlined in this tender. The service does not include on-site
distribution, which will be carried out by the Gambia Red Cross Society (GRCS).

Meals must be transported and delivered shortly before consumption; bulk delivery for the entire
day is not permitted, as this could compromise food safety, temperature control, and nutritional
quality, and delivered within no more than 5 hours after confirmation of the order.

The signed framework agreements will have a duration of 24 months, renewable for additional 24
months. Conditions agreed upon will remain fixed until renewal. After the termination of the agreement,
the suppliers will be requested to present revised cost estimation for the services. The evaluation
committee will assess them as established on section ELEGIBILITY AND AWARD CRITERIA, and changes regarding the best placed service provider might change.

The tender will be conducted through the Competitive Bidding procedures specified in the GRCS
Procurement Guidelines and Plan and are open to all eligible bidders.
Interested bidders are requested to purchase the bid document at a non-refundable amount of
D3,000.00 at The Gambia Red Cross Society Office from 17th February 2026.

The deadline for the submission of sealed bids is Tuesday 31st March 2026 at noon. All bids will be
