Primary Duties and Responsibilities

  • Support the General Manager or the Migration & Mobilisation Manager in the daily operations
  • Supervise overall Traffic Management and Maintenance activities
  • Monitors and directs the assignments and operations of maintenance workers and traffic staff.

Mission and Activities 

  • Manage Senegambia Bridge traffic and safety operations, permitting safe flows of traffic according to high  standard operating procedures on a 24-hour basis;
  • Supervise routine maintenance activities and additional works requested by TBC
  • Provide motorists with high level road services including information to maximize the traffic flow and minimize the traffic disruptions;
  • Manage the Traffic Control Room Operators responsible for monitoring the traffic conditions in real time. Ensuring they are able to detect any incident, and react according to the adapted procedures which may affect motorist safety or disrupt traffic on the bridge;  
  • With the support of operation team leaders, manage patrollers responsible for the surveillance of the bridge, the 1st incident/accident response time, the evacuation / towing of vehicles, the road maintenance; provide a rapid and efficient response to disruptions affecting the traffic flow and motorist safety, according to the Operation & Maintenance level of service;
  • Manage sub-contractors assigned to different services on the bridge such as inspections, repairs, cleaning and other specific services, if any;
  • Manage all administrative and purchasing activities 
  • Manage the subcontractors in charge of the tolling equipment maintenance, preventive & corrective maintenance (pavement, guardrails, etc.) and traffic interventions
  • Liaise with local authorities, police, fire services, ambulance service and National Road Agency to ensure all procedures and agreements are executed promptly and efficiently and all necessary incidents are reported;
  • Organize the appropriate works for all planned or unplanned road closures for maintenance works, repairs, improvements and upgrading;
  • Analyze, report and forecast traffic statistics for Operational needs as well as to meet TBC reporting requests;
  • Review agreements and contractual arrangements with relevant parties to enable TBC to perform its obligations and to provide professional road services for the benefit of motorists;
  • Manage work permit process with Health & Safety officer;
  • Oversee the review, update and implementation of traffic management plans, incident management plans and emergency procedures;
  • Develop, review and update the O&M Manuals related to Operations, road services, traffic, incident management;
  • Recruit and organize the training of Operations teams including patrollers and Traffic Control Room operators ensuring that the  required licenses and qualifications are relevant;
  • Prepare all necessary monthly and annual reports related with Traffic, Safety, Purchase and Admin.
  • Recording all environmental incidents and follow up with required actions in the correct and agreed format as per procedures;
  • Comply with the relevant procedures, directives and other requirements of internal TBC Quality Management System;
  • Act as a substitute for the General Manager (or Migration & Mobilisation Manager) when necessary;
  • Fulfil the accountabilities of this position in accordance with TBC’s core values and standards.

Skills Required / Qualifications 

  • Industrial Engineering Master Diploma or degree qualified in an appropriate and acceptable discipline (M&E, IT, Civil) with demonstrated experience in managerial or supervisory positions relating to Safety Operations / Services Oriented will be highly regarded;
  • Formal managerial training and/or qualifications will be well regarded;
  • Significant managerial experience and track record as a highly-motivated self-starter managing service delivery in a demanding rapid response environment such as emergency services or similar;
  • sensitivity to security aspects with a good sense of service
  • Fluently English spoken and written; 
  • Demonstrable leadership, creativity and lateral thinking skills particularly with respect to developing operational plans, service agreements and contractual relationships;
  • In-depth experience with customer relationship management (including liaising with local authorities) together with related operational support services at a professional level;
  • Ability to work under pressure and within defined timelines, as both a Manager and independently, developing a reputation for honesty and sincerity in customer relationships;
  • Ability to recommend, implement and maintain best practice managerial and administrative standards in areas such as operations and services management;
  • Knowledge and awareness of contemporary OH&S, anti-Discrimination and Harassment prohibition issues;
  • High level of organizational ability and communication skills with capacity to handle a wide variety of contacts with diplomacy, tact and commercial acumen;
  • High level, professional oral & written presentation skills;
  • Well-developed skill and proficiency in networked computer operations, as well as PC based word processing and spreadsheets.

Safety/Security experience (fireman, military background, etc.)

Skills & Abilities Able to manage teams in a highly constrained environment (road safety, security at toll plaza, high quality service for motorists)

Personal Characteristics Leadership, punctual and hardworking.
