The Gambia Red Cross Society (GRCS) was established by an Act of Parliament and became an independent National Society on 5 October 1966, after The Gambia gained independence from Britain. Its constitution/statutes are based on the Geneva Conventions and the Fundamental Principles of the International Red Cross and Red Crescent Movement (Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality). The GRCS is officially recognized by the Government of The Gambia as a humanitarian relief organization, auxiliary to the public authorities in the humanitarian and development fields and the Medical Services of the Armed Forces. In relation to the public authorities, the GRCS maintains its independence and neutrality which allows it to act in accordance with the Fundamental Principles of the Movement.
The GRCS is a legally constituted organization with legal status and an unlimited term of existence. It is operating in all the seven administrative regions/areas in The Gambia and has thousands of active volunteers across the country who are well trained in different areas of intervention of the National Society. The Society has won the trust and confidence of the communities and partners and is currently the largest humanitarian institution with strong network of volunteers throughout the country.
The overall objective of the GRCS is to prevent and alleviate human suffering with complete impartiality, not discriminating against nationality, race, ethnicity, age, gender, religious beliefs, class or political opinions, or any similar criteria and should act in accordance with the spirit and principles of the Geneva Conventions.
The Vision Mission is “Improving the lives of vulnerable people by mobilizing the power of humanity” with the Goal of “to be a reputable, strong, and neutral humanitarian organization, with a national network of volunteers and resources and an international link with the International Red Cross and Red Crescent Movement, capable of preventing and alleviating the suffering of the most vulnerable.
The Gambian Red Cross Society (GRCS) and Spanish Red Cross (SpRC) have been carrying out programmatic actions/interventions in The Gambia since 2008, targeting populations in situations of high vulnerability related to Health, WASH and Migration.
This position is funded by the European Union through the project “Assistance and social support to migrants in The Gambia” which runs from 2025 to 2029.
Job Purpose
Under the direct supervision of the EU Project Manager and in close collaboration with the PMER Manager, the PMER Assistant provides essential support to the EU Migration project team in planning, monitoring, evaluation and reporting. The role contributes to data collection and verification, supports the development and adaptation of PMER tools, and assists in compiling, reviewing and ensuring the quality of regular project reports. The position also collaborates closely with the Information Management (IM) team to ensure consistency and quality of project datasets. The PMER Assistant helps ensure accountability, traceability and compliance with donor and Movement standards, while maintaining smooth information flow between field teams and project coordination. They will be involved in strengthening the PMER capacity of the project teams.
Job duties and responsibilities
The PMER Assistant will have the following responsibilities:
Data Collection and Management
- Collect quantitative and qualitative data from field teams, volunteers and implementing partners.
- Verify consistency, completeness and accuracy of data before it is used for reporting.
- Maintain updated databases and tracking sheets for indicators, beneficiary reach and activity outputs.
- Organize and archive documentation systematically (attendance lists, photos, reports, monitoring tools).
Monitoring Support
- Support the planning and logistics of monitoring visits.
- Apply monitoring tools and checklists in coordination with field teams and volunteers.
- Document observations, challenges and good practices and report them to the Project Manager/PMER Manager.
- Support follow-up on action points resulting from monitoring findings.
Reporting and Quality Assurance
- Compile and consolidate inputs for weekly, monthly and quarterly reports.
- Draft initial summaries, data tables and simple visual outputs (e.g., graphs, beneficiary counts).
- Review monthly reports with the Project Coordinator to ensure narrative consistency, factual accuracy and completeness.
- Ensure supporting documents are properly archived and available for donor reporting.
- Contribute to success stories or short narrative pieces as required.
- Coordinate with IM to ensure data used for reporting matches validated datasets.
Tools, Templates and Translation Support
- Support the development, adaptation and revision of PMER tools (forms, checklists, monitoring templates).
- Translate tools, documents and short reports when needed, ensuring terminology consistency.
- Standardize templates for use by the project and field teams.
- Ensure PMER tools remain aligned with IM data requirements and indicator definitions.
Coordination with Information Management (IM)
- Work closely with the IM Assistant to ensure project datasets are accurate, consistent and updated.
- Flag inconsistencies, duplications, missing values or logic issues identified during PMER verification.
- Support basic data cleaning tasks (e.g., identifying data entry mistakes, format issues) under IM guidance.
- Share field-level insights with IM to improve data quality, tool usability and data flows.
- Ensure PMER tools and IM databases remain aligned in indicators, terminology and structure.
Planning and MEAL Processes
- Assist in organizing planning workshops, review meetings and lessons-learned sessions.
- Support updates to workplans, indicator tracking sheets and project monitoring matrices.
- Assist with logistical and technical preparations for evaluations, surveys and assessments.
Coordination and Communication
- Maintain regular communication with field teams to ensure timely submission of monitoring data and reports.
- Share reminders, templates and PMER guidance with staff and volunteers.
- Act as a focal point for receiving, organizing and forwarding field-level documentation to the PMER Manager or Project Manager.
- Coordinate with IM, Protection, CEA, Logistics and other departments as needed.
Compliance, Accountability and Cross-cutting Issues
- Ensure compliance with quality standards, donor requirements and data protection principles in all PMER tasks.
- Support the promotion of accountability practices, including feedback mechanisms where relevant.
- Integrate basic PGI/CEA considerations into monitoring and documentation tasks with guidance from senior staff.

Position Requirements
Education
- University degree, or equivalent, in relevant discipline (Social Sciences, Statistics, Economics,
- Development Studies)
- Relevant bachelor’s degree or equivalent and/or combination of education and work experience in
- Project Cycle Management, Applied Social Research or Social Statistics, Monitoring and Evaluation, Development studies
- Relevant professional training or relevant experience in monitoring, performance-based management,
- planning and evaluation, development of tools and reporting.
Experience
- Minimum progressive 2 years work experience (no internships) in planning, monitoring and reporting
- Minimum of 1 year work experience in a non-profit organisation
- Very good knowledge and experience in development and analysis of assessment, monitoring and evaluation tools and data
- Experience in developing, communicating and implementing information management tools
Knowledge and Skills
- Good command of Excel and basic data management tools (Kobo Toolbox, ODK Collect, Survey CTO)
- Excellent writing and summarizing skills
- Excellent communication and inter-personal skills
- Strong attention to detail and ability to review documents for accuracy
- Strong organizational skills, reliability and ability to work collaboratively with multiple teams
- Ability to translate or adapt documents between languages when required
- Expertise in field data collection
- Conducting and/or supervising needs assessments and surveys, data analysis
