INSTRUCTIONS TO TENDERERS

Objective & Financing

CISS – Cooperazione Internazionale Sud Sud, an International Non-Governmental Organization, is implementing the “Green-2-Growth” Project, which is co-funded by the European Union. CISS hereby invites sealed bids from eligible Gambian Registered Suppliers for the supply and delivery of Agricultural Tools and Waste Segregation & Recycling Materials.

Tender Timeline

To comply with EU PRAG standards for local open procedures, a minimum of 30 days is mandatory between publication and submission.

• Deadline for Submission of Bids:  19/11/2026 at 12:00 PM (Gambia Time)
• Tender Opening Session: 19/11/2026 at 2:00 PM (Gambia Time)
• Venue: CISS Office, Action Aid Building, opposite UTG, Kanifing, The Gambia.

Submission & Validity Rules

• Format: Bids must be submitted in a single, sealed envelope clearly marked: “Bid for supply of agricultural tools and waste segregation and recycling materials – Ref: CISS/G2G/2026/SUP/01” and deposited at the CISS Office.
• Currency: All prices must be quoted in Gambian Dalasi (GMD), inclusive of all local taxes, duties, and mandatory delivery fees.
• Period of Validity: Tenderers shall remain bound by their tenders for a period of 90 days from the deadline for the submission of tenders.

Selection & Award Criteria

The contract will be awarded to the tenderer offering the best value for money (mixed technical and financial evaluation):

• Technical Quality & Compliance (60% weight): Evaluated based on product durability, technical compliance with the specifications in Section 2, and the authentic product photographs/brochures provided.
• Financial Offer (40% weight): Evaluated based on the competitiveness of the total priced Bill of Quantities (Annex II).

Tenderers must submit the following Mandatory Eligibility Documents under penalty of automatic disqualification:

1. Valid Gambia Public Procurement Authority (GPPA) 2026/2027 Certificate (Copy).
2. Valid National ID Card or Passport of the proprietor or Authorized Signatory (Copy)
3. Nationality & Rule of Origin Declaration: All supplies delivered under this contract must originate from an eligible country (Rule of Origin).
4. Exclusion Criteria & EDES Verification: Tenderers must certify by signing their application that they are not in any of the exclusion situations listed in Section 2.6.10.1 of the PRAG. Tenders will be automatically rejected if the economic operator is registered in the EU Early Detection and Exclusion System (EDES) as banned from receiving EU funds due to bankruptcy, misconduct, grave professional error, or non-compliance with tax obligations.
5. Technical Product Evidence: Tenderers must attach descriptive sheets, brochures, or authentic photographs for each item quoted in Section 2, clearly proving conformity to the minimum technical specifications.
6. Evidence of Experience (4-Year Reference Period): A company profile showing a list of the principal supplies delivered in the past 4 years (2022-2026), demonstrating at least TWO (2) similar supply contracts of agricultural or recycling materials. This list must specify the nature of the supplies, sums, dates, and clients (public or private), and must be accompanied by certificates of satisfactory execution or proof of payment issued by those clients.

Duly completed, signed, and dated Technical Offer (Section 2) and Financial Offer (Annex II).

TECHNICAL SPECIFICATIONS (TECHNICAL OFFER)

Note: Transportation and delivery costs to the designated regions must be included directly in the unit price of each item. Successful bidders are required to brand tools permanently with CISS, EU, and Project Logos.

LOT 1: Supply of Agricultural Tools to 8 Community Gardens

LOT 2: Supply of Waste Segregation & Recycling Materials to 6 Community Gardens

LOT 3: Supply of Agricultural Tools to 5 School Gardens

MANDATORY DELIVERY LOCATIONS

Items must be delivered directly to the designated project sites across the following Administrative Regions:

• Central River Region North (CRR/N): Charmen community garden, Gui Jahanka community garden &  Jarumeh Koto Senior Secondary school.
• North Bank Region (NBR): Kuntaya Senior Secondary school & Daru Fodayba community garden.
• Upper River Region (URR): UEG Basse school garden, Badari community garden &  Kulari community garden.
• Lower River Region (LRR): Kwinella Senior Secondary school, Nioro Jataba community garden & Jataba Community garden.
• West Coast Region (WCR): Jalokoto community garden, Bulock Senior Secondary School.

LEGAL PROVISIONS & DATA PRIVACY

• Data Protection: Personal data collected during this tender procedure will be processed solely for the evaluation of bids in accordance with European Union data protection principles (GDPR compliance) and local financial audit rules.
• Cancellation Clauses: CISS reserves the right to cancel, suspend, or modify the tender procedure at any time before contract signature for justified reasons in the public interest, without any obligation to compensate bidders.
