The Gambia Red Cross Society (GRCS) was established by an Act of Parliament and became an independent National Society on 5 October 1966, after The Gambia gained independence from Britain. Its constitution/statutes are based on the Geneva Conventions and the Fundamental Principles of the International Red Cross and Red Crescent Movement (Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality). The GRCS is officially recognized by the Government of The Gambia as a humanitarian relief organization, auxiliary to the public authorities in the humanitarian and development fields and the Medical Services of the Armed Forces. In relation to the public authorities, the GRCS maintains its independence and neutrality which allows it to act in accordance with the Fundamental Principles of the Movement.

The GRCS is a legally constituted organization with legal status and an unlimited term of existence. It is operating in all the seven administrative regions/areas in The Gambia and has thousands of active volunteers across the country who are well trained in different areas of intervention of the National Society. The Society has won the trust and confidence of the communities and partners and is currently the largest humanitarian institution with strong network of volunteers throughout the country.

The overall objective of the GRCS is to prevent and alleviate human suffering with complete impartiality, not discriminating against nationality, race, ethnicity, age, gender, religious beliefs, class or political opinions, or any similar criteria and should act in accordance with the spirit and principles of the Geneva Conventions.

The Vision Mission is “Improving the lives of vulnerable people by mobilizing the power of humanity” with the Goal of “to be a reputable, strong, and neutral humanitarian organization, with a national network of volunteers and resources and an international link with the International Red Cross and Red Crescent Movement, capable of preventing and alleviating the suffering of the most vulnerable.

The Gambian Red Cross (CRG hereafter) and Spanish Red Cross (SpRC hereafter) have been carrying out programmatic actions/interventions in The Gambia since 2008, targeting populations in situations of high vulnerability related to Health, WASH and Migration.

This position is funded by the European Union through the project “Assistance and social support to migrants in The Gambia” which runs from 2025 to 2029.

Job purpose

To ensure the smooth execution and successful completion of the European Union (EU) Migration project by supporting planning, implementation, coordination, and communication across all involved parties. As involved parties in this project we can identify the Spanish Red Cross (Partner), the national authorities (MoFA, MoI), GID, MoH), the main donor (EU) and other organizations linked with migration process in The Gambia. The position holds full responsibility for setting priorities, project implementation, and resource management.

The Project Manager will work within the frame of a 4-years multi-sectorial EU-funded project aiming to “Enhancing livelihoods and social integration of migrants in The Gambia”. The project is articulated in 4 different outputs:

The delivery of high-quality integrated assistance to migrants and returnees,
The enhancement of livelihoods,
The enhancement of national and subnational capacities to support migrants and an improved dialogue between migrants and host communities,
The project will be implemented nationally, with planned intervention in the 7 administrative regions of The Gambia.

Job duties and responsibilities

The Project Manager will be responsible but not limited for the following duties:

Strategic Leadership of the Project

Lead the overall project strategy, including its approach, key intervention areas, and overall development.

Make strategic decisions regarding the implementation, ensuring appropriate adaptation, and continuous improvement.

Ensure technical and methodological coherence across all project activities.

Ensure full alignment with the GRCS, SpRC and donor procedures.

Operational prioritization, team leading and coordination

Establish the operational priorities of the project, including detailed work plans, timelines, and task allocation aligned with project priorities and resources available.

Coordinate and lead the technical and operational teams involved in the project.

Oversee project team performance and ensure achievement of results.

Resolve operational bottlenecks and make timely decisions to ensure effective implementation.

Lead the implementation of the project activities according to the project’s design (quality, time and place), and ensure relevant indicators are met.

Ensure clear roles, collaboration, and accountability.

Monitor operations and follow up on task progress.

Risk management and overall project delivery.

Budget and Resource Management

Manage the budget of the project. As budget holder of the project, the PM is responsible for overseeing budget implementation and financial performance.

Work closely with the Finance Officer, who provides technical support on financial tracking, reporting, and compliance.

Use financial analysis and reporting to inform strategic and operational decisions, while maintaining overall accountability for resource management.

Ensure that budget allocations are aligned with budget availability, and strategic and operational priorities.

Identify and flag needs for budget reallocation or adjustments, and provide recommendations to SPRC Delegation and GRCS Management based on project requirements.

Advise on potential budget revisions for internal (SPRC Delegation and GRCS Management) and partners validation and, where necessary, submission to donors for approval.

Planning, Monitoring, Evaluation and Reporting (PMER)

Develop and oversee the project M&E framework with the PMER team.

Ensure timely and accurate monthly reporting from project team.

Produce monthly progress reports consolidating inputs for GRCS senior management and partners.

Prepare donor reports with SpRC, ensuring proper justification.

Ensure quality and compliance with project, organizational and donor standards.

Monitor and report progress against targets and milestones quarterly.

Support audits by coordinating the collection of required documentation and evidence.

Institutional Engagement and Representation

The PM is the primary focal point of the project with relevant stakeholders.

Lead institutional engagement and ensure the project’s strategic positioning.

Negotiate, represent, and advocate for the project’s interests in coordination spaces.

Duties applicable to all staff

2. Abide by and work in accordance with the Red Cross and Red Crescent Principles, Code of Conduct, Standard Operating Procedures

3. Good working relationships with colleagues in the Unit

4. Maintain good working relationships with GRCS Staff, Volunteers, Counterparts and Partners

5. Maintain a good working relationship with the SpRC delegates, and technical and administrative services.

6. Perform any other work-related duties and responsibilities that may be assigned by the Line Manager and Senior Management

Position Requirements

Education   Required Preferred
University degree in relevant disciplines (Social Sciences, Humanitarian Affairs, Disasters, Livelihoods, Migration and Displacement, Development Studies, Public Administration, or Business Administration).

Master’s degree in project management or equivalent in relevant disciplines (Social Sciences, Humanitarian Affairs, Disasters, Migration and displacement, etc.).

Experience
Required  Preferred

Minimum of 5 years work experience in programme planning and reporting.

Experience of setting up, managing and coordinating projects including leading mid-level response teams.

Experience in managing projects under EU regulations.

Experience in facilitating training, workshops, meetings.

Experience of working in the Red Cross Movement
