Job Overview
Background
The Banjul City Council (BCC), through the Department of Planning and Development, conducted a technical assessment of the Mile 2 Dumpsite following increasing operational challenges and the deterioration of the site’s internal infrastructure. The assessment revealed significant accessibility constraints, unstable waste mounds, and accelerated deterioration of refuse collection vehicles due to poor site conditions.
To restore operational efficiency and ensure the continued delivery of waste management services, Banjul City Council intends to undertake rehabilitation works at the Mile 2 Dumpsite, including mechanical dressing and leveling of waste and the construction of a stabilized laterite access road.
Objectives
The overall objective of the assignment is to improve access, operational efficiency, and safety at the Mile 2 Dumpsite through:
- Rehabilitation and stabilization of accumulated waste deposits.
- Restoration of internal access routes for refuse disposal vehicles.
- Construction of a durable laterite access road capable of supporting heavy-duty waste disposal trucks.
- Reduction of vehicle maintenance costs and operational downtime.
- Enhancement of environmental and public health conditions at the dumpsite.
Scope of Works
The contractor shall provide all necessary equipment, operators, labor, and materials to undertake the following activities:
Mechanical Dressing and Leveling of Waste
- Mobilize the necessary equivalent.
- Push, spread, compact, and redistribute existing waste into manageable cells.
- Reduce steep slopes and stabilize waste mounds.
- Create safe working areas and improve vehicle circulation within the dumpsite.
- Prepare the road subgrade for access road construction.
Construction of Access Road
Construct a stabilized laterite access road measuring approximately:
- Length: 672–750 meters
- Width: 7 meters
- Laterite Thickness: 200 mm (20 cm)
The contractor shall:
- Supply and deliver suitable laterite gravel.
- Spread and level laterite material using a Motor Grader.
- Shape and grade the road surface to ensure adequate drainage.
- Compact the road using a Vibratory Roller to achieve the required density and load-bearing capacity.
- Ensure the completed road can withstand continuous movement of heavy refuse disposal vehicles.

- Road Width: 7 meters
- Road Length: Approximately 672–750 meters
- Compacted Thickness: 200 mm
- Estimated Material Requirement: Approximately 940.8 cubic meters of laterite gravel
- Estimated Delivery Requirement: 95 trips of 10-wheel trucks
Equipment Requirements
The contractor shall provide the following minimum equipment:

Duration of Assignment
The assignment is expected to be completed within nineteen (19) calendar days from the commencement date as follows:

Contractor Qualifications
Interested contractors shall demonstrate:
- Recent Registration with Gambia Public Procurement Authority.
- Experience in earthworks, road construction, or landfill rehabilitation projects.
- Ownership or access to the required equipment.
- Availability of qualified operators and technical personnel.
- Evidence of successful completion of similar assignments within the last five years.
Health, Safety and Environmental Requirements
The contractor shall:
- Implement appropriate health and safety measures for workers.
- Provide personal protective equipment (PPE) to all personnel.
- Ensure safe movement of equipment and vehicles within the dumpsite.
- Minimize environmental impacts during construction activities.
- Comply with all applicable environmental and occupational safety regulations.
Reporting and Supervision
The works shall be supervised by the Department of Planning and Development of Banjul City Council.
The Department shall provide regular progress updates and immediately report any issues affecting project implementation.
Payment Schedule
Payments shall be made upon certification by the supervising authority that the works have been satisfactorily completed in accordance with the contract specifications and agreed milestones.
