TENDER NOTICE

Subject: Stakeholder engagement, policy implementation and network lead consultancy for CEPI Track B Emergency Evidence Generation Readiness in West Africa

Entity: MRC Unit The Gambia at LSHTM

Duration: Twelve (12) months, including a three-month probation period, with possible extension subject to project needs and performance

Eligibility: Open to suitably qualified individual consultants with strong stakeholder engagement, epidemic preparedness, public health, clinical research, health systems strengthening, program coordination and policy implementation experience in Africa. Applicants must personally perform the consultancy services.

Background

MRCG at LSHTM has received CEPI funding, in coordination with IVI, to support Track B Emergency Evidence Generation Readiness under CEPI’s West Africa research preparedness program. The project strengthens rapid evidence generation during outbreaks and supports CEPI’s 100 Days Mission through stakeholder engagement, taskforce establishment, clinical research networks, simulation and emergency readiness.

The consultancy requires high-level stakeholder engagement, project management and relevant clinical trial, outbreak response or public health countermeasure expertise.

Scope of Consultancy

Strategic stakeholder engagement and coordination: develop and implement stakeholder engagement and coordination plans; support stakeholder mapping, landscape validation and establishment of the Emergency Evidence Generation Taskforce; facilitate high-level consultations, technical working groups and stakeholder dialogues across regional and national partners.

Epidemic preparedness and network strengthening: support preparedness activities, emergency evidence generation tools, simulation exercises, readiness assessments, hub-and-spoke research preparedness networks, response coordination mechanisms and alignment with CEPI’s 100 Days Mission objectives.

Monitoring, reporting and external engagement: monitor stakeholder engagement progress, identify risks, contribute to MEL activities, prepare stakeholder-facing materials, support visibility of the project and produce high-quality reports, minutes, briefs, governance documents and consultation outputs.

Requirements & Application

Applicants should hold a master’s degree in public health, clinical research, health policy or a related field, with strong clinical trials or health systems experience in Africa. A PhD/DrPH, French proficiency, and experience in multi-country stakeholder engagement, epidemic preparedness, governance, MEL and regional institutions such as Africa CDC, WAHO, NRAs and NPHIs are desirable.
