The Ministry of Environment, Climate Change and Natural Resources has received financing from the World Bank toward the cost of the West Africa Coastal Areas Resilience Investment Project 2 (WACAResIP 2) and intends to apply part of the proceeds for non-consulting services (“the Services”) for Capacity Building Training On Gender, Development And Climate Change for 25 Staff Members of Ministry Of Gender Children and Social Welfare (MoGCSW)  

Objectives of the Consultancy

To strengthen technical and institutional capacity of 25 staff members of the MoGCSW for gender-responsive, climate-resilient, and inclusive service delivery systems in The Gambia. The training will enhance the knowledge and skills of Ministry of Gender staff to effectively integrate gender and climate change considerations into programs and services.

Specific Objectives

Build technical capacity on gender and climate change linkages 

Strengthen GBV prevention and response mechanisms in climate-affected contexts 

Improve case management and referral systems 

Enhance data collection, research, and reporting 

Strengthen community engagement and communication strategies 

Equip senior management with strategic leadership and oversight skills 

Target Participants and Duration

The training will target Senior Management Officials (high-level training) and technical staff (program level training) of the Ministry of Gender, Children, and Social Welfare. The assignment is expected to be delivered within 5 days, and proposals should reflect this compressed timeline. The training will be conducted at a suitable venue within The Gambia, preferably on a residential basis to ensure full participation and engagement. 

Reporting and Supervision

The ministry of Gender Children and Social Welfare will coordinate in collaboration with the WACA project, the entire exercise. All communications and reports should be done through the two institutions.

FIRM EXPERIENCE AND KEY EXPERTS

FIRM PROFILE

  • Minimum 5 years of relevant experience in conducting training in Gender, climate change, development or related areas. 
  • Proven experience in designing and delivering training, workshops, or capacity-building programmes on gender equality, women’s empowerment, climate resilience, or climate justice
  • Experience working with government institutions, civil society organizations, community-based organizations, development partners, or international agencies on gender and climate-related interventions.
  • Strong understanding of national, regional, and international frameworks related to gender equality and climate change, including relevant policies, conventions, and sustainable development commitments.
  • Experience conducting participatory learning processes and facilitating discussions with diverse stakeholder groups.

KEY EXPERTS: Qualification & Experience

Gender Expert: 

Academic:  A minimum of a Master’s degree in Gender Studies, Development Studies, Social Sciences, International Development, or a related field

Experience: 

  • At least five (5) years of professional experience in gender and development programming.
  • Proven experience in designing and delivering training, workshops, or capacity-building programmes on gender equality, women’s empowerment, climate resilience, or climate justice.
  • Specialized training or certification in gender mainstreaming, social inclusion, or related areas is highly desirable.

Climate Change Expert

Academic: A Master’s degree in Climate Change, Environmental Management, Sustainable Development, or a closely related discipline 

Experience: 

  • At least five (5) years of professional experience in climate change adaptation and mitigation, environmental sustainability, or related fields.
  • Proven experience in designing and delivering training, workshops, or capacity-building programmes on climate change mitigation and adaptation, climate resilience and climate justice.
  • Specialized training or certification in environmental and climate change management or related areas is highly desirable.

Firms may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture (JV) and/or a sub-contracting. In the case of a JV, all the partners in the JV shall be jointly and severally liable for the entire contract, if selected. JV Agreement should be included in the submission.

Your technical proposal should clearly outline the methodology, work plan, and strategies you intend to implement in carrying out the assignment, with a strong focus on the terms of reference to ensure the successful execution of the project. 

Additionally, your financial proposal should provide a comprehensive breakdown of all fees and remunerations required for the assignment.
