REQUEST FOR PROPOSALS (RFP)

Assignment: Plastics Waste Management Training of 4 waste collector groups within the Tanbi Wetland Area: Phase II First Step Resource Management (FSRM) Programme, The Gambia ; Our Tanbi, Our Future

Introduction

WasteAid is an international non-governmental organisation that works in low and middle-income countries, including The Gambia, to implement environmental and economic development programmes, focusing on support to nascent green businesses and grassroots entrepreneurs. Our work improves the livelihoods of some of the poorest and most marginalised, promotes circular economy innovation and contributes to a cleaner and healthier future for all.

WasteAid invites qualified service providers to submit proposals to provide plastics waste management training to four (4) waste collector groups under the Phase II First Step Resource Management Programme, The Gambia: Our Tanbi, Our Future. All these groups are in the Greater Banjul Area (GBA).

Project Background & Objectives

The plastics waste management training will be delivered as part of WasteAid’s Phase II First Step Resource Management Programme in The Gambia

The goal is to improve the economic and social conditions of informal plastic waste collectors in the GBA.

The project has three key objectives:

Objective 1: Improve informal plastic waste management systems by building local collection and processing capacity

Objective 2: Support plastic waste collector groups to establish financially sustainable enterprises with strong market linkages and reliable offtakers

Objective 3: Positively influence community knowledge, attitudes and practices relating to plastic waste disposal

Scope of Work

The selected consultant will be responsible for delivering capacity-building sessions to four (4) newly formed plastic waste collector groups located in Old Jeswang, Tallingding South, Fajikunda, & Abuko. Training sessions will be conducted at a provided location by WasteAid. Each group consists of ten (10) people (40 people in total). The selected consultant should deliver the training based on the following:

• The trainings of the groups will span over 2 weeks (6) days in total due to the inability of group members being able to commit multiple consecutive days in a week to attend
• Within the 2-week training duration, the consultant must deliver 6 full-day (5 hours including breaks and practical training sessions)
• Even though trainings will be held in a provided location by WasteAid, the consultant should ensure that they include at least one 6-hour dry run of the plastics collection process (collecting, washing, cutting, packaging) in the respective communities of the waste collector groups.
• The selected consultant should also be available to provide ongoing mentoring simultaneously throughout the training period.

The selected consultant will train the groups on topics that include (but not limited to):

• Basics of Plastic Waste
• Concept and importance of
• Basic understanding of the Circular
• Identification of different types of
• Understanding separation/segregation
• Understanding processing techniques – cutting, washing, packaging, weighing,
• Value addition to collected
• Health and Safety practices in the workplace and working with tools, highlighting potential risks in waste collection and how to mitigate.
• Understanding plastics commercial market, prices and economy

Deliverables

• Inception Report including tool design and comprehensive training modules to include but not limited to topics listed above in scope of work.
• Training report and recommendations including lessons learned and tool
• Training registration logs for each training dated and signed by
• Delivery of 6 training sessions for 40 participants
• Dry run of plastics collection process in respective communities inclusive of pictures and videos of the activity.
• Final report including outcomes, challenges, tools and key

The deliverables should be completed by 26^th October, 2026, with final report and invoice submitted by 29^th October 2026.

 Eligibility & Required Experience

• Proven experience in plastics waste management and Circular Economy (CE).
• Proven experience in conducting engaging practical trainings in relation to plastics waste management and CE.
• Able to develop engaging curriculums and training materials that will work well for a range of participants with differing literacy levels.
• Proven experience in interpersonal communication and facilitation
• Familiarity with socio-economic and development issues in The Gambia, and an ability to converse and train individuals in Mandinka and Wolof.
• Strong report-writing
• Relevant academic and professional backgrounds for individual(s) working on the

Proposal Requirements

Interested bidders should submit a proposal that includes:

• Company/Consultant Profile

Brief background, and a summary of relevant experience.

• Technical Proposal outlining the proposed training methodologies, training plan according to timeline given, and an overview of the proposed training curriculum.

• Financial Proposal – Detailed cost breakdown including (but not limited to):
  • Fees for service provision: with a breakdown of days allocated to each task
  • Expenses for service provision: g. transport to the training site, airtime etc.
  • Expenses for delivering the activity: g. training materials etc.

NB: WasteAid will organise refreshments and transport refunds (for trainees) for training sessions directly, and cover training venue cost.

Proposals should be submitted via email to procurement@wasteaid.org by 29^th September 2026 by 6pm GMT with the subject line ‘Phase II FSRM – Plastics Waste Management Training’.

Late submissions may not be accepted.

Evaluation Criteria

Proposals will be evaluated based on the following:

Technical Approach– Feasibility and effectiveness of the proposed methodology. Experience & Expertise– Relevant past work and team qualifications.

Financial Proposal– Cost-effectiveness and budget clarity. Timeline– Ability to meet deadlines and project schedule.

Budget & Payment Terms

The budget (Financial Proposal) should be presented in GMD and must include all applicable taxes.

Payment will be made in instalments aligned to the deliverables. The consultant may propose a payment schedule in their financial proposal, however WasteAid reserves the right to request alignment of the payment schedule with organisational policies.

WasteAid reserves the right to negotiate the final contract price.

Payments will be made via online bank transfer to the Service Provider’s nominated bank account.

WasteAid reserves the right to reject any or all proposals. This RFP does not guarantee a contract award.

WasteAid will only reach out to shortlisted applicants.

All submitted proposals shall remain valid for 30 days from the submission deadline.

Service Providers must comply with any legal, ethical, or compliance requirements to deliver the specified activities in The Gambia.
