The Ministry of Environment Climate Change & Natural Resources has received financing from the World Bank towards the cost of the West Africa Coastal Areas Resilience Investment Project 2 and intends to apply part of the proceeds toward payments under the contracts for De-silting, clearing of vegetation and waste debris in the waterways along the Kotu Stream and Clearing and cleaning of waste debris from drains Connected to the Kotu stream.
The West Africa Coastal Areas Resilience Investment Project 2 now invites sealed Proposals from eligible firms for the following:
LOT 1: : De-silting, clearing of vegetation and waste debris Bertil Harding highway bridge in Kotu – Dippa Kunda new road bridge on either sides of the stream
LOT 2: : De-silting, clearing of vegetation and waste debris: Dippa Kunda new road bridge – Nema Kunku on either sides of the Stream
LOT 3: Clearing and cleaning of waste debris from drains Connected to the Kotu Stream
The request for proposal process will be conducted through open national competitive procurement using a Request for Quotation (RFQ) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers September 2025-” (“Procurement Regulations”) and is open to all eligible vendors as defined in the Procurement Regulations.
Proposals from firms will be evaluated in accordance with the evaluation criteria below:
Firms for De-silting, Clearing of vegetation and Waste debris (LOT 1 AND 2)
General and Specific FIRM Experience:
- Minimum of 5 years operational experience: Demonstrated satisfactory delivery of at least two (2) similar contracts in de-silting, vegetation clearing, and waste collection and disposal in wetland or flood-prone areas. Provide copies of contracts, client references, or completion certificates.
- Clear and detailed work plan: mobilization timeline, execution strategy, equipment list, including PPEs.
- Demonstrated experience implementing and strong compliance with occupational health and safety standards in the execution of similar works.
- Experience carrying out community/stakeholder engagement in the execution of similar works.
- Outline of internal monitoring system, reporting templates, and supervision methodology.
Firms for Clearing and Cleaning of Drains Connected to the Stream (lot 3)
- Minimum of 5 years operational experience: Demonstrated satisfactory delivery of at least two (2) similar contracts in de-silting, vegetation clearing, and waste collection and disposal in wetland or flood-prone areas. Provide copies of contracts, client references, or completion certificates.
- Clear and detailed work plan: mobilization timeline, execution strategy, equipment list, including PPEs.
- Demonstrated experience implementing and strong compliance with occupational health and safety standards in the execution of similar works.
- Experience carrying out community/stakeholder engagement in the execution of similar works.

Firms are allowed to bid for All three lots. However, the award of contract can be made for ONLY one lot for which the firm has a comparative advantage and for which they are the most responsive.
- Proposals must be delivered to the address below on or before Thursday 11th June, 2026. Late Proposals will not be considered.
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
