Introduction
The Strengthening Adaptative Capacities to Climate Change through Capacity Building for Small Scale Enterprises and Communities Dependent on Coastal Fisheries in The Gambia Project (herein called \”GEF 6 Fisheries CCA Project\”) is two-year GEF financed project implemented by UNIDO and executed by Ministry of Fisheries and Water Resources / Department of Fisheries (MoFWR/DoF). The project seeks to increase adaptive capacities and climate change resilience of coastal fisheries and dependent populations by addressing the Gambian fisheries post-harvest sector. This is to be achieved by promoting adaptation-oriented innovation, encouraging investment, improving post-harvest management practices, technologies and services to artisanal fisheries value chain.
Background
Climate change is already impacting the fishery sector of The Gambia, and its effects and severity is expected to get aggravated with the increase in temperature expected to happen in future years.
With fish being one of main protein sources in The Gambia, impacts on its availability affects the food security of the country, especially the most vulnerable ones.
Through building the technical and managerial capacity of the MoFWR/DoF and working with fisheries communities to improve resource management, innovative business models and technologies will be promoted, with private sector investments mobilized to address the challenges of post-harvest losses and waste, food security outcomes and livelihoods diversification. Access to weather information will also be addressed as well as increasing awareness among the various actors about climate change and climate variability and their impact on coastal fisheries.
Overall Objective
The overall objective of this TOR is to engage a consultant to develop a project proposal to support the UNIDO GEF 6 Gambia Fisheries Project in the implementation of Component 3: Community empowerment and awareness raising on CCA in fisheries value chains and aims to Implement plan for public awareness campaigns, to enhance communication and dialogue on CC impacts on coastal fisheries livelihoods.
Specific objectives that the Proposal should target:
- To design the materials for public awareness-raising campaigns taking account of existing campaigns and keep updating them.
- To offer possible solutions for resilience and support the integration of CCA into fisheries value chain development
Scope of Work
The scope of work for this project includes the following:
- Engage with relevant stakeholders, including government agencies, fishing industry representatives, economic operators, fish processing establishments, civil society organizations and academia, to design materials for public awareness-raising campaigns, taking account of existing campaigns and updating them.
- Develop a detailed report to support the government and the private sector in implementation, including monitoring and reporting requirements, to incorporate climate change adaptation (CCA) requirements for effective implementation.
Deliverables
The following deliverables are expected from the consultant:
- An inception report outlining the proposed methodology, work plan, and timeline for the assignment.
- CCA guidelines for designing public awareness-raising campaign materials, taking account of existing campaigns and updating them.
- Facilitate a national stakeholders’ validation workshop; incorporate feedback from stakeholders; and adopt recommended solutions and waste alternatives.
- Submit a final document in hard and soft copies to MoFWR and NAMS.
Timeline
The duration of the assignment shall be 45 working days, commencing from the signing of the contract. The timeline for deliverables shall be as follows:
- Inception report – 10 working days after signature.
- Draft project report and validation – 30 working days.
- Finalized project document for submission – 5 working days after validation.
Qualifications
The institution/consultancy firm should demonstrate proven capacity to deliver high-quality public awareness and behaviour-change communication products related to climate change adaptation in coastal fisheries value chains. Minimum qualifications include:
- Demonstrated experience (at least 5 similar assignments) in designing IEC/BCC materials and multi-channel public awareness campaigns (print and digital), preferably for climate change, environment, fisheries or natural resource management.
- Strong understanding of climate change adaptation concepts and the coastal fisheries/post-harvest context, including risks, vulnerabilities, and practical adaptation options for artisanal fisheries value chains.
- Proven ability to conduct stakeholder mapping, consultations and facilitation, including organizing and documenting validation workshops with government, private sector, CSOs and community groups.
- In-house or associated capacity for professional graphic design and layout, including delivery of print-ready files and editable source files for updating existing materials (e.g., posters, brochures, banners, fact sheets, social media cards).
- Capacity to produce content in clear, audience-appropriate language and formats for coastal communities, including consideration of gender and social inclusion and low-literacy audiences.
- Experience integrating monitoring, learning and reporting elements into campaigns (e.g., indicators, feedback channels, simple tools to track reach and uptake).
- Key personnel: Team Lead with a minimum of a master’s degree in climate change/environmental management, fisheries, communications, or related field; and at least 7 years of relevant experience. Graphic Designer and Community Engagement/Facilitation Specialist are strongly preferred.
- Prior experience working with government institutions and development partners in The Gambia (or similar contexts) is an advantage.
Evaluation Criteria
The firm’s proposals shall be evaluated based on qualifications, relevant experience, methodology of conducting the assignment, and proposed budget.
