Job Summary: Ensure the appropriate functioning of Toll Plazas during her/his shift

Primary Duties and Responsibilities

Overall supervision of the Group of Toll Plazas, with the assistance of Assistant Toll Supervisors for small Toll Plazas.

  • Supervises the day-to-day toll collection
  • Operates the toll computer in accordance with the operational manual and procedures
  • Supervises the Toll Collectors and Weighbridge Operators
  • Provides assistance to clients in the toll lanes 
  • Coordinates all activities within the Toll Plazas and monitors the level of service delivered
  • Operates from time to time a Toll Lane or a Weighbridge station
  • Manages equipment and supplies and ensures their availability in toll lanes
  • Deals effectively with motorists and delivers customer service excellence
  • Handles incidents of Toll Plazas

Details of Tasks 

  • Staff Supervision of Toll Plazas
  • Handles beginning and end of shift activities of Toll Collectors;
  • Controls, directs staff, and gives instructions;
  • Participates in the preparation of projections for manpower requirements, manpower complements, and materials consumptions, including requirements for regular part time staff and contractual workers;
  • Schedules and manages shift breaks and staff replacement as needed, and ensures the proper implementation of shift rosters;
  • Calls for additional staff if required to cope with operational requirements – has the authority to maintain staff up to succeeding shifts;
  • Informs staff of all instructions and information issued by the management;
  • Handles questions, comments and suggestions coming from staff, and elevates the matters which are beyond limit of authority;
  • Checks and enforces all policies, particularly covering work attitude, attendance, dress code, grooming, and personal appearance of all staff;
  • Ensures that required tasks are completed in an expeditious manner and that high standards of service and quality are met;
  • As the case may be, operates a toll lane; 
  • Refers toll claims and violations to the appropriate staff member; 
  • Assesses performance of staff working under his/her authority;
  • Participate in the training of Toll Operations staff.
  • Coordination of Activities of Toll Plazas
  • Directs the operations of the directly supervised Toll Plaza;
  • Schedules and manages the opening/closing of toll lanes;
  • Checks on the compliance with operating procedures, in particular, the accuracy of vehicle classification, cash handling operations, and informs the relevant Superintendent of any abnormal behavior in this respect;
  • Monitors traffic flows and provides traffic forecasts;
  • Ensures that all toll lanes are properly manned, supplied, and functioning;
  • Enters equipment incident reports in the Maintenance Management System;
  • Calls for maintenance as needed and coordinates activities on site, ensuring minimal interference with toll operations;
  • Ensures that maintenance activities are completed expeditiously and advises the relevant Toll Plaza Superintendent of any unsatisfactory situation;
  • Supervises cash transfer activities on site in the absence of the relevant Toll Plaza Superintendent;

Management of Cash, Equipment and Supplies for the Group of Toll Plazas

  • Manages the Main Plaza Change Fund during his/her shift on Plazas where there is no Assistant Toll Supervisor;
  • Prepares daily floats for Toll Tellers of the directly supervised Toll Plaza and records financial data;
  • Ensures proper storage and safekeeping at the Toll Supervision Room Vault;
  • Ensures availability of proper quantities and denominations of money, and requests for replenishments as required;
  • Performs daily check of funds and floats;
  • Reconciles takings, monitors vehicle classifications, monitors traffic flows, provides traffic forecasts and resolves problems encountered by the Toll Tellers;
  • Provide assistance to the Toll Plaza Superintendent with the preparation of statistical analysis of toll indicators per lane, per shift and per Toll Teller using the PCS;
  • Turns over necessary documents and supplies to other staff working in the directly supervised Toll Plaza;
  • Turns over necessary documents, supplies, Individual Change Funds to next Toll Supervisor working on succeeding shift;
  • Manages inventories and deliveries of materials and supplies needed for toll operations and makes necessary follow ups for deliveries;

Liaison with Motorists

  • Deals effectively with motorist comments, complaints or suggestions and reports to the Toll Superintendents for matters requiring follow-up;
  • Represents the Company to the general public ensuring information on the Expressway and its products is accurately disseminated;

Security and Access Control

  • Ensures that a high level of security is maintained at all times for all persons, money, supplies and assets  of Toll Plazas;
  • Ensures that all activities are undertaken in a safe and secure manner and that all abnormal situations are properly recorded;
  • Checks on the compliance with security procedures, and informs the relevant Superintendent of abnormal behavior in this respect;
  • Directs activities of security personnel on the directly supervised Toll Plaza;
  • Controls access to the directly supervised Toll Plaza.

Handling of Incidents

  • Provides assistance and guidance, and gives directions to Toll Tellers, Assistant Toll Supervisors and POS Service Assistants in handling of incidents;
  • Interfaces directly with customers as required;
  • Notifies relevant Toll Plaza Superintendent and the Traffic Control Room in case of incidents beyond his/her control, in accordance with relevant procedures.

Other Expectations of the job

  • May be required to stay beyond shift hours until a qualified Toll Supervisor becomes available.
  • Required to care for and operate all assigned tools and equipment in a safe and proper manner.
  • Required to care for and properly manage all facilities, materials, supplies, stocks and inventories under his/her supervision;

Some exposure to noise, direct sunlight, dust and vehicle exhaust fumes.

Education 2 Years College

Minimum Work Experience 3 years’ experience in management and supervision of staff 

3 years’ experience in money handling and collection activities

Skills & Abilities Computer literacy and skills 

Capacity to work on a rostered shift basis to cover 24 hours, 7 days a week

Personal Characteristics Good interpersonal and communication skills, good sense of proper commercial relations.

Dynamic, logical, analytical, exercises diligence and persistence until situations are properly addressed.
