 INTRODUCTION
The Government of The Gambia, supported by development partners, has made significant investments in governance and security reforms, particularly after the 22-year regime of ex President Yahya Jammeh. Security Sector Reform (SSR) was initiated in 2017 to professionalize the security sector, depoliticize security services, and enhance governance through better legal frameworks and training. Despite these reforms, The Gambia continues to face security challenges such as political polarization, ethnic tensions, and disputes over chieftaincy, land and other natural resources.

Early Warning Systems (EWS) prevent conflicts and build resilient communities. While the country has existing EWS initiatives, gaps in capacity, legislation, and coordination impede their effectiveness. The National Center for the Coordination of Early Warning and Response Mechanism (NCCRM) is one of the national efforts to improve EWS, alongside partnerships with the United Nations Development Program (UNDP) and WANEP.
It is in line with this understanding that informed the integration of the development of a training manual and a Training of Trainer in early warning as a key component of a broader project, “Strengthening National I4P to Promote Social Cohesion in The Gambia Project” implemented by WANEP with support from the UNDP. The project aims to build the capacity of state and non-state actors to improve conflict prevention, coordination, and response systems.

 Objectives
The assignment aims to enhance national capacities in early warning and conflict prevention by developing a training manual, strengthening key institutions, and conducting a Training of Trainers (ToT) for state and non-state actors.

 Purpose and Focus
The initiative leverages the support provided through the UNDP-WANEP project to strengthen local capacities for conflict prevention by developing a training manual and providing a comprehensive ToT for state and non-state actors, enhancing early warning data collection, analysis, and reporting in The Gambia. Specifically, it will facilitate discussions around models
and tools for operationalising the National Conflict Early Warning and Response System that strengthens community-based early warning data collection and reporting on threats to peace and security in The Gambia.

Scope of Work
The consultant will carry out the following activities:
∙ Develop a community-based early warning training manual incorporating conflict analysis, data gathering, gender mainstreaming, youth participation, environmental security, and human rights.
∙ Facilitate a 5-day ToT for 30 participants selected from nine institutions (NCCRM, WANEP, NDMA, Gambia Police Force, Gambia Armed Forces, etc.).

∙ Incorporate outcomes of the ToT into the draft manual for final validation. ∙ Submit a final report documenting the training outcomes and recommendations.

Methodology
The assignment will involve a desk review and subject-matter expert consultations to develop a community-based early warning training manual, training topics, handouts and presentations. The ToT will adopt a Participatory Learning Approach (PLA), including lead presentations, plenary discussions, case studies and comparative analysis, breakout sessions, and practical exercises.

The training will target 30 participants from state and non-state actors and will culminate in a validated community-based early warning training manual.

Deliverables
1. Training Manual: A comprehensive early warning manual addressing conflict prevention, monitoring, and response systems.
2. ToT Conducted: Successful delivery of a 5-day ToT for 30 participants.
3. Validated Manual: Finalize the training manual by incorporating feedback from the ToT.
4. Final Report: A report summarizing the training outcomes and recommendations for future capacity-building efforts.

Timeframe and Level of Effort
The total level of effort for this assignment is 30 days, including:
∙ Identification and engagement of consultant: 2 days
∙ Development of training manual: 10 days
∙ Identification and shortlisting of participants: 2 days
∙ Training of Trainers: 5 days
∙ Incorporation of outcomes into the manual: 5 days
∙ Validation of the manual and final publication: 3 days
∙ Report writing and submission: 5 days

Qualifications/Experience:
The task delivery will require a good blend of knowledge and skills in Early Warning and response mechanisms at national and regional levels. The selected consultant would, therefore, be an expert in the following:
∙ Expertise in early warning, conflict prevention, and peacebuilding.
∙ A solid understanding of community-based early warning systems;
∙ Experience in capacity-building and training manual development;
∙ Extensive knowledge and skills in capacity-building development and strategies; ∙

Facilitation and training skills;
∙ Skills to analyse and report conflict early warning signs.
The Applicant should have a Master’s degree in peace and conflict studies, gender, and a minimum of 10 years of national and international experience in peacebuilding practice or a related sector.

Reporting and Supervision
The consultant will report to WANEP-The Gambia to ensure the successful delivery of the assignment.

Considerations and Understanding
a). WANEP-The Gambia will ensure that the consultant leverages its management team meetings and activities slated for the project to validate and update its findings before the final submission of the manual and training report.
b). WANEP shall pay the Consultant in two instalments. 50% at the signing of the contract. The balance of 50% will be paid upon submission of the final validated document.
c). It is understood that the content of all materials provided by WANEP and used for this assignment must be kept confidential and cannot be used by the consultant for purposes other than for which it has been provided.
