Background
The Government of The Gambia, through the Ministry of Environment, Climate Change and Natural Resources, has received a grant from the Green Climate Fund (GCF) for a project to build capacity to advance National Adaptation Plan (NAP) process in The Gambia. UN Environment as the Delivery Partner for the project, with the role of supporting and overseeing the project implementation. The project entitled “Enabling the National Adaptation Plan Formulation and Implementation process and other adaptation planning processes in The Gambia” will strengthen the capacity of Government of Gambia at all levels to advance the NAP process and ensure a climate-resilient development pathway. MECCNAR therefore intends to engage the services of experienced experts for the following consultancy services.
MONITORING, EVALUATION & LEARNING SPECIALIST (NATIONAL CONSULTANT)
Effective programme delivery requires a strong monitoring, evaluation, and learning system that tracks progress against results, supports evidence-based adjustments, and meets reporting requirements. This assignment supports strengthening results-based management, data systems, and learning processes.
Activity References
This consultancy supports Activity 3.1.4.: Develop and implement monitoring and reporting system; and Activity 3.1.5.x: Capture lessons learned and support knowledge management. This role includes the statistical and data analysis function formerly assigned to the Statistician role.
The national consultant will be working closely with a consulting firm to be recruited by UNEP to help establish a systematic M&E system for the NAP process across all vulnerable sectors through a participatory process, with training to support implementation. A consultative process will be conducted to define: i) milestones; ii) performance indicators, gender-disaggregated where appropriate; iii) short-, medium- and long-term targets; iv) outcomes and outputs; v) planning tools; and vi) follow-up actions for the NAP M&E framework developed under Activity 3.1.2.2. These will be defined with a specific focus on measuring differential impact on women and men
Objective
Design and implement a practical MEL framework and tools; support data collection, quality assurance, analysis, and reporting; and strengthen partner capacity for results-based management and learning.
Scope of Work / Key Tasks
Working closely with a team of international consultants, MECCNAR and other national consultants the national consultant will perform the following key tasks
- Support the develop and refine the M&E framework, including theory of change, indicators, baselines, targets, means of verification, and data quality assurance procedures (Activity 3.1.4.).
- Support monitoring and reporting processes, including periodic progress reports, dashboards, data verification, and results consolidation (Activity 3.1.5.x).
- Capture lessons learned and support knowledge management through reflection sessions, learning products, and documentation of good practices (Activity 3.1.5.x).
- Conduct statistical and data analysis, including indicator calculations, data cleaning, validation, visualization, and preparation of statistical annexes for reporting.

Duration / Level of Effort
As per contract (aligned to the project year(s) indicated in the budget table). Deliverable-based with agreed milestones.
Reporting & Coordination
Reports to the MECCNAR Project Coordinator/Task Manager and coordinates with technical leads, implementing partners, and UNEP as applicable. The consultant will ensure timely data requests, verification, and consolidation for reporting.
Required Qualifications
Advanced degree in monitoring and evaluation, statistics, economics, social sciences, international development, or related field; at least 5 years of relevant MEL experience; strong knowledge of results-based management and indicator design; experience with data systems and analysis; excellent writing and facilitation skills; fluency in English and relevant local working language(s).
Duty Station / Travel
In-country, with travel to project sites for monitoring and verification as required and approved in advance.
Payment Schedule
Payments linked to acceptance of deliverables (e.g., updated framework and MEL plan; toolkit; periodic dashboards; final handover) as specified in the contract.
Confidentiality & Ownership
All datasets, tools, and reports produced under this assignment remain the property of MECCNAR/UNEP. Sensitive data must be stored securely and handled in line with applicable data protection requirements.
