Objectives of the Project:

The Government of The Gambia through the Ministry of Environment, Climate Change and Natural Resources (MECCNAR) has received financial support from the French Development Agency to develop and implement the Gambia Resilience Project. The global objective of the project is to provide strategic, scientific and technical support to The Gambia for the large-scale restoration of the natural capital of mangrove ecosystems and the resilient development of coastal communities in the context of climate change.

The Central Project Coordination Unit (CPCU) of MECCNAR seeks qualified personnel to fill the following positions to support the implementation of projects:  

1/ Project Coordinator

Education:

  • A Master’s degree in Environment, Social sciences or a relevant field. Additionally, advanced training in environmental science, sustainable development, environmental conservation, coastal zone management, with additional training in project planning and management would be an advantage

Experience:

  • At least 10 years of relevant experience in the environment or natural resources sector with at least 5 years of experience coordinating and managing environmental projects. 
  • Proven ability to successfully coordinate and manage project work; including at least 3 years of experience in managing at least 2 programs funded by Multilateral Development Banks (MDB’s) or international donors.
  • Experience in leadership and management of teams of at least 5 people
  • Good knowledge of mangroves/protection of biodiversity
  • Ability to facilitate communication between various levels of management and different stakeholders.
  • Previous experience working with Government Programs and Development 
  • Ability to coordinate a team of expert and mobilize international technical assistance
  • Ability to work independently and in a challenging environment to meet deadlines.
  • Demonstrated ability to work in teams within a collaborative mode
  • Excellent writing skills in English

Desirable:

  • Certification in any project management course/training (especially M&E) would be an added advantage.
  • Comprehensive computer skills (at a minimum, Microsoft Word, Excel, and PowerPoint)
  • Applicants must be below the mandatory retirement age and have sufficient remaining years of service to complete the full contract period

Scope of work:

The Project Coordinator shall assist, but not limited to, the following tasks:

  • General project coordination, in charge of the dialogue with the donor, the MECCNAR, the CPCU, and Steering Committee of the project
  • Coordination, management and supervision of the Project Management Unit (PMU) team, including ITAs (including validating timesheets), in charge of validating the PMU staff plan of work and conducting performance yearly assessment together with CPCU.
  • Coordination of the preparation, internal validation and submission to CPCU, MECCNAR, steering committee and donor of annual planning, work plans, procurement plans, and all technical and financial reports
  • Coordination of the preparation of tenders and bidding processes, supervision of contract award procedures and monitoring of their execution
  • Day-to day contact with the donor, including sending the No-Objection Request and transmission of deliverables and activities reports, with CPCU in copy
  • Management of relationships with providers, partners, evaluators and auditors
  • Management of relationships with partnering institutions and projects in order to facilitate the percolation and capitalization of the project outputs and lessons learnt at the level of all relevant national policies and ongoing initiatives
  • Prepare, develop and manage Annual Work Plans, Budgets, procurement plan, technical and financial report under the supervision of the CPCU Director.
  • Follow up on budget execution and development in coordination with the Program timely reprogramming requests to ensure a high grant absorption rate.
  • Prepare the reporting requirements of grants/projects as per grant agreements, under the supervision of the CPCU Director.
  • Review monitoring reports to assess key milestones and identify sources of potential bottlenecks in project implementation.
  • Conduct periodic grant supervision visits to implementing partners (IPs) and conduct capacity development training for IPs on implementation modalities.
  • Review, collate and compile field activity reports from IPs and M&E specialists for feedback and progress updates during project implementation.
  • Follow up on M&E and Programmatic Management Actions emanating from progress reports/updates submitted to Donor Partners
  • Managing contracts as per grant agreements and projects handled by the CPCU.
  • Contribute and support data verification activities in collaboration with programs/units related to the grants and projects with emphasis on supportive supervision as and when necessary.
  • Animate the relevant Working Groups and Technical Committees
  • Coordinate and organize monthly Project Implementation Committee meetings and quarterly technical meetings.
  • Organize and participate in visiting missions and participate in grant-making exercises, Carry out field missions on a regular basis, with occasional participation from AFD.
  • Prepare periodic programmatic reports that compare performance against targets.
  • Analyze the impact of projects and promote learning by documentation of best practices. Promote the use of data to support decision-making processes related to the grants and projects.
  • Work closely with other CPCU staff and provide support where necessary.
  • Any other duty assigned by the CPCU Director
