Introduction

The Government of the Gambia (hereinafter called “Borrower”) has received financing from the International Development Association (IDA) (hereinafter called “Grant”) towards the cost of funding Tourism Diversification and Resilience in The Gambia Project (TDRGP) and intends to apply part of the proceeds for consulting services: Construction Supervision of Erosion Control Works For West Coast Beaches-Fajara- Senegambia

Background for this Assignment

The World Bank, with the Government of The Gambia, developed a flood and coastal risk assessment and priority Investment Plan for Greater Banjul (WB, 2021) that assessed flood and coastal risks in the greater Banjul area (GBA) and the Kombo North/Saint Mary district and priority measures to reduce the risks associated with floods and coastal erosion. The study was supported by the ACP – EU National Disaster Risk Reduction (NDRR) Program through the Global Facility for Disaster Reduction and Recovery (GFDRR). The assessment identified and prioritized measures and infrastructure investments in a participatory way, identifying five priority areas, which were ranked using a Cost Benefit Analysis (CBA) and Multi-Criteria Analysis (MCA): Banjul City, Oyster Creek, West Coast Beaches from Fajara to Senegambia, Coastal and Inland Area along the mangrove and Kotu Stream. 

The World Bank, in consultation with the Gambian Government, selected the following  priority area for further analysis: West coast beaches (Fajara to Senegambiaand Kotu Stream was identified as critical for a resilient tourism sector. Although the priority intervention areas have been identified, the current level of knowledge remains insufficient to support the preparation of a comprehensive investment plan. Previous studies were undertaken at the pre-feasibility (conceptual) level and subsequently progressed through the Feasibility Study, Preliminary Design, and Detailed Design stages, all of which have now been completed.

This assignment relates to the Construction Supervision Phase, during which the Consultant will supervise the execution of the civil works throughout the construction period, ensuring that the works are implemented in accordance with the approved designs, technical specifications, contractual requirements, environmental and social safeguards, and quality standards.

The completed Detailed Design has recommended sustainable, nature-based coastal protection measures. These include a combination of “green” interventions, such as beach nourishment and dune restoration, which provide effective and sustainable solutions for mitigating coastal erosion and flood risks. In addition to enhancing coastal resilience, these interventions restore the natural landscape, improve biodiversity, and increase the attractiveness of The Gambia’s coastline as a tourism destination, while delivering broader environmental and socio-economic benefits to tourism assets and beach users. 

Objective of the Assignment

The overall objective of this consultancy is to ensure that the Works are completed on time, within agreed contract amount, and with the approved design, technical specifications, contractual requirements, environmental and social safeguards, and international best practices for coastal engineering, that delivers the design intent of restored beach width and stable dune profiles along the West Coast beaches (Fajara -Senegambia). To achieve this objective the Consultant shall, throughout the assignment professionally and objectively and impartially, and shall hold the Client’s interests paramount.

The specific objectives are to:

• Discharge in full the duties of the “Engineer” under the FIDIC contract, including instructions, determinations, certifications, valuations, measurement, and dispute avoidance;
• Provide construction supervision sufficient to verify compliance with the Contract while applying a measurement philosophy that is performance-based and grounded in beach surveys (see Section 5.4 of this TOR);
• Certify quantities and payments based on measured volumes on the beach and in accordance with the BoQ rules of measurement; 
• Monitor and enforce compliance with the ESMP, Biodiversity Management Plan, Occupational Health and Safety standards, and environmental permit requirements for dredging, marine environment, water quality, turbidity, and coastal habitats, the Stakeholder Engagement Plan (SEP), the Labour Management Procedures (LMP), and the World Bank Environmental and Social Standards (ESS1–ESS10); 
• Verify the Contractor’s compliance with the local-labour requirement (minimum 30% of total labour cost from local labour) and link such verification to interim payment certification (see Section 5.13);
• Support and build the technical capacity of the PIU and the GAMWORKS Agency in coastal supervision, dredging oversight, FIDIC contract administration and survey-based payment certification;
• Have an enforcement mechanism in place for the Defects Notification Period; monitor post-construction beach performance, verify the rectification of defects where necessary, and recommend the issuance of the Performance Certificate upon satisfactory completion of the Contract. 
• Analyze the quality, suitability, and quantity of nourishment sand to ensure that it complies with the approved material specifications.
• Conduct hydrographic, topographic, and bathymetric surveys before and after nourishment work to confirm dredging, sand placement, and beach profiles.
• Check shoreline development during the construction process to ensure that coastal protection is achieved. 
• Monitor construction activities to minimize the effect on tourism, accessibility to beaches, fisheries, and other beach users.
• Close collaboration with the employer, contractor, government organizations, local authorities, environmental regulators, tourism stakeholders, and affected communities to ensure the Works are carried out as planned. 
• Provide periodic progress reports, technical reports, environmental compliance reports, and a comprehensive completion report for the beach nourishment works, including lessons learned and recommendations for long-term shoreline monitoring and maintenance.

Scope of Work and Key Tasks

The Consultant shall provide comprehensive construction supervision and FIDIC Engineer services for the beach nourishment works, including mobilisation, technical supervision of dredging and nourishment, survey and quantity verification, material testing, dune formation and protection, environmental, social and HSE compliance monitoring, contract administration, stakeholder coordination, reporting and advisory services, local labour compliance monitoring, design verification and as-built documentation, adaptive management and morphological monitoring, and capacity building and knowledge transfer through completion of the Works and issuance of the Performance Certificate.

Minimum Qualification Requirements

Team Leader / Contract Manager

• Master’s Degree in Civil Engineering, Coastal Engineering, Marine Engineering, or related discipline.
• Registered Professional Engineer or equivalent professional registration.
• Minimum fifteen (15) years of professional experience.
• Minimum ten (10) years of experience in construction supervision and contract administration.
• Demonstrated experience on at least two (2) coastal, marine, dredging, beach nourishment, port, or comparable infrastructure projects.
• Demonstrated experience administering FIDIC-based contracts.

Resident Engineer

• Master’s Degree in Civil Engineering, Coastal Engineering, Marine Engineering, or related discipline.
• Minimum twelve (12) years of professional experience.
• Demonstrated experience supervising major civil, marine, coastal, dredging, or infrastructure works.

Coastal Engineer / Dredging Specialist

• Master’s Degree in Coastal Engineering, Civil Engineering, Marine Engineering, Ocean Engineering, or related discipline.
• Minimum ten (10) years of relevant professional experience.
• Demonstrated experience on coastal protection, beach nourishment, dredging, reclamation, or port-development projects.

Surveyor 

• Master’s Degree in Hydrographic Surveying, Geomatics, Surveying, Geospatial Engineering, or related discipline.
• Minimum ten (10) years of relevant professional experience.
• Demonstrated experience in hydrographic and topographic surveys associated with marine, coastal, dredging, or infrastructure projects.

Environmental Specialist 

• A Master’s  degree Environmental Management, Environmental Science, Engineering, Social Sciences, 
• Minimum eight (5) years of relevant professional experience.
• Demonstrated experience in supervising Environmental Risks Management related to infrastructure projects. Working in coastal, marine or infrastructure projects will be an added advantage.
• Working knowledge of the World Bank Environmental and Social Standards (ESS1–ESS10).
• Demonstrated experience in relevant areas such as occupational and community health and safety, environmental management, labour and working conditions, stakeholder engagement, grievance management, and SEA/SH and GBV risk management.
• These qualifications may be met collectively where the Consultant proposes more than one specialist to cover the required HSE, environmental and social responsibilities.

Social Development Specialists

• A Master’s degree in Development Studies, Sociology, Community Development, Gender Studies, or or any other Social Sciences.
• Minimum eight (5) years of relevant professional experience in social development.
• Demonstrated experience in supervising Social Development related to infrastructure projects. Working in coastal, marine or infrastructure projects will be an added advantage 
• Working knowledge of the World Bank Environmental and Social Standards (ESS1–ESS10).

Gender Based Violence Specialist 

• A Master’s  degree in Gender, Development Studies, Community or any other Social Sciences.
• Minimum eight (5) years of relevant professional experience in  Gender related .
• Demonstrated experience in supervising Gender issues related to infrastructure projects. Working in coastal, marine or infrastructure projects will be an added advantage 
• Working knowledge of the World Bank Environmental and Social Standards (ESS1–ESS10).’

Occupational  Health and Safety (OHS) Specialist 

• A Master’s degree  professional qualification in Occupational Health and Safety, Environmental Management, Environmental Science, Engineering or another related discipline 
• Minimum eight (5) years of relevant professional experience.
• Demonstrated experience in supervising Occupational Health and Safety issues related  to infrastructure projects. Working in coastal, marine or infrastructure projects will be an added advantage.
• Working knowledge of the World Bank Environmental and Social Standards (ESS1–ESS10).
• Demonstrated experience in relevant areas such as occupational and community health and safety, environmental management, labour and working conditions, stakeholder engagement, grievance management, and SEA/SH and GBV risk management.

Quantity Surveyor/ Contract Administrator/Specialist

• Master’s degree in quantity surveying, Construction Management, Civil Engineering, or related discipline.
• Minimum ten (10) years of relevant professional experience.
• Demonstrated experience in contract administration, measurement, claims management, valuation, and FIDIC-based contracts.

National and Regional Participation

The Consultant is encouraged to incorporate qualified Gambian and West African professionals where applicable in  their team, including in technical roles provided they have qualifications and experience.

Duration of the assignment

The assignment shall be implemented over a period of twelve (12) months, commencing contract effectiveness. 

Reporting and Supervision

The consultant will report to the Project Director, TDRGP, Kotu. 

The Project Implementation Unit (PIU) of the Ministry of Tourism and Culture invites eligible firms to apply. The firm will be selected in accordance with Quality and Cost Based Selection (QCBS) Method set out in the Procurement Regulations; World Bank Procurement Regulations (PR) for IPF Borrowers, Seventh  Edition dated February 2025.
