Name of Project: McGovern-Dole Food for Education (FFE) Project in The Gambia

Catholic Relief Service (CRS) began working in The Gambia in 1964, supporting relief and development operations. CRS Gambia has proudly maintained a strong reputation and relationship with partners and the communities we serve in the country by implementing a multi-sector program portfolio. Today, the Country Program has a robust portfolio built around Health (malaria), Education, Agriculture, Peace Building and Social Cohesion, microfinance, and Savings, and Internal Lending Communities (SILC).

CRS, in collaboration with the Ministry of Basic and Secondary Education of The Gambia, is seeking a national consultant with expertise in education systems, facilitating education sector dialogues, strengthening national school feeding programs, and who has previously led or supported national strategic planning processes and policy dialogues to lead the consultancy work. The process of conducting this review includes multiple policy dialogues, central and regional consultations, and reviews of documentation and policies, and workshops to validate findings and develop a comprehensive policy and communication strategy for the sector

OBJECTIVES

The primary objective of this consultancy is to lead the review of the school feeding policy and benchmark the school meals programme in the Gambia. The consultants will collaborate with national stakeholders to collect data and insights to identify strengths, weaknesses, and opportunities for improvement, and to provide strategic recommendations to enhance the effectiveness of the school feeding policy and communication strategy.

The objective of the request includes, among others:

  • To review and update the existing National School Feeding Policy to meet the current realities of the country School Feeding landscape and needs
  • To develop a well-structured and costed strategy to implement the revised/approved National School Feeding Policy
  • To develop a Resource Mobilization Strategy that will support the full implementation of the approved strategy

Scope of Work (SOW)

To review and update the existing National School Feeding Policy to meet the current realities of the country’s school feeding landscape and needs:

    • Situational Analysis:
    • Drafting the Updated Policy
    • Validation C Finalization

To develop a well-structured and coherent strategy to implement the revised/approved National School Feeding Policy

    • Strategic Framework Development

    • Operational Rollout
    • Monitoring, Evaluation C Learning
    • Stakeholder Engagement C Advocacy

To develop a Resource Mobilization Strategy that will support the full implementation of the approved strategy

Bids will be valid for 90 days from the date of submission set by CRS. An offer valid for a shorter period may be rejected.

CRS reserves the right to accept or reject any offer, and to cancel the procedure to call for tenders and to reject all tenders at any time before the award of the contract, without incurring any liability vis-à-vis the tenderers.

CRS reserves the right, at its sole discretion, to award the contract in whole to a single bidder or to make multiple awards and distribute the scope of work among two or more bidders, as deemed to be in the best interest of CRS.
