Background
The Gambia Reparations Commission was established under the Victims Reparations Act, 2023 to provide recognition, reparations, and support to victims of human rights violations committed between July 1994 and January 2017.
The Commission requires a reliable, secure, and high performing website to serve as a key public interface for information dissemination, transparency, stakeholder engagement, and digital service delivery. The website will complement the Commission’s database systems by providing controlled access to public information, updates on reparations processes, and relevant resources. Given the sensitive nature of the Commission’s work, including the handling of victim related information and public trust considerations, the website must be hosted in a secure environment with strong safeguards for uptime, data protection, and performance.
The Commission therefore seeks the services of a qualified firm to purchase a domain, provide website hosting and ongoing maintenance services.
Objectives
The main objective of this ToR is to secure a reliable website hosting that will ensure the Commission’s website remains secure, accessible, functional, and capable of effectively delivering information and services that are available to the public. The hosting service is intended to support the Commission’s digital presence by providing a suitable platform for dissemination of information to users at all times.
Specific objectives include ensuring high availability and optimal performance of the website, safeguarding data and systems against security threats, providing regular updates and maintenance, and supporting the Commission with technical expertise to ensure continuity and sustainability.
The services being sought also include securing a domain name and ensuring its proper management throughout the contract period.
Scope of Work
The consulting firm will:
- Submit a proposal to the Commission stating the cost for the hosting of the Commission’s website and purchasing of the domain name.
- Make all relevant payments for the domain and
- Host the Commission’s website and provide technical support by responding swiftly to any related technical issue of the website.
- Bill the Commission annually for the services
- Provide data protection and confidentiality by ensuring all information on the Commission’s website is properly secured, and managed.
- Hosting setup and
- Domain management and DNS
- Backup and disaster
- Technical support (24/7 availability).
Methodology
The technical proposal must include a dedicated section on the work plan, outlining phases, tools, and alignment with this ToR. The applicant is free to propose a suitable methodology, while addressing the specific needs of the Commission.
In particular, the methodology should ensure that:
- The website once uploaded can be accessed
- Allow secure and controlled accessibility to the backend by Commission
- A sustainability plan is in place to provide for long term access and
Qualifications
The Commission is seeking applicants with the following qualifications and experience:
- Demonstrated experience in website hosting and maintenance, particularly for government institutions, development organizations, or human rights bodies.
- Have at least three to five years of relevant experience in managing secure hosting environments and maintaining websites with high availability requirements. Strong expertise in cybersecurity practices, server management, and performance optimization is required.
- Demonstrate the ability to manage sensitive content responsibly and ensure confidentiality. Experience working in The Gambia or the West Africa region will be an added advantage.
- A technically competent team with expertise in system administration, web development and cybersecurity.
Deliverables
- The selected firm will be expected to deliver an inception report outlining the hosting setup, maintenance plan, and service level commitments following contract signing.
- The firm will provide a fully functional and securely hosted website environment with all necessary configurations, including domain management and SSL certification.
- Regular maintenance reports will be submitted highlighting system performance, uptime, security incidents if any, and actions taken.
- The firm will also provide documentation covering hosting architecture, backup procedures, and maintenance protocols.
