Terms of Reference
Background
The Government of The Gambia, through the Ministry of Environment, Climate Change and Natural Resources, has received a grant from the Green Climate Fund (GCF) for a project to build capacity to advance National Adaptation Plan (NAP) process in The Gambia. UN Environment as the Delivery Partner for the project, with the role of supporting and overseeing the project implementation. The project entitled “Enabling the National Adaptation Plan Formulation and Implementation process and other adaptation planning processes in The Gambia” will strengthen the capacity of Government of Gambia at all levels to advance the NAP process and ensure a climate-resilient development pathway. MECCNAR therefore intends to engage the services of experienced experts for the following consultancy services.
Adaptation Finance Expert (National Consultant)
In this assignment MECCNAR intends to strengthen national capacity to mobilize, access, and manage climate adaptation finance. This assignment supports development of finance pipelines, investment cases, and readiness for accessing climate funds.
Activity References
This consultancy contributes to the implementation of Activity 3.2.3.1: Conduct economic appraisals of adaptation strategies identified, including environmental and social costs and benefits; Activity 3.3.1.1: Engage private sector stakeholders to identify investment opportunities in adaptation; Activity 3.3.1.2: Develop a private sector engagement strategy and policy recommendations for climate-resilient investments; Activity 3.4.1.1–3.4.1.2: Develop and implement a climate financial tracking system within national systems; Activity 3.4.2.1: Develop a National Investment Plan for NAP implementation; and Activity 3.4.2.3: Development of GCF Concept Notes for priority adaptation investments.
Objective
Provide technical assistance to enhance access to and effective use of adaptation finance, including development of funding proposals, investment plans, and systems for tracking climate finance.
Tasks
Working closely with a team of international consultants (responsible for costing adaptation options and the development of an adaptation finance strategy) , MECCNAR and other national consultants the national consultant will perform the following key tasks.
- Map adaptation finance sources relevant to national adaptation priorities and the NAP Investment Plan (Activity 3.4.2.1).
- Support economic appraisal of adaptation options, including environmental and social costs and benefits (Activity 3.2.3.1).
- Identify and prioritise bankable adaptation projects and programmes for the project pipeline (Activity 3.2.3.2).
- Develop a private sector engagement strategy and identify investment opportunities in adaptation (Activities 3.3.1.1–3.3.1.2).
- Review the tax and regulatory framework and provide policy recommendations for climate-resilient investments (Activity 3.3.1.2).
- Support development and implementation of the climate finance tracking system within national systems, including climate budget tagging and reporting inputs where applicable (Activities 3.4.1.1–3.4.1.2).
- Provide technical inputs to the NAP Investment Plan, including finance landscape analysis and investment recommendations (Activity 3.4.2.1).
- Facilitate stakeholder consultations related to private sector engagement, finance tracking, and investment planning (Activities 3.3.1 and 3.4.2).
- Provide supporting inputs to GCF Concept Notes, under the leadership of the Climate Change and Adaptation Planning Specialist (Activity 3.4.2.3).

Duration / Level of Effort
As per contract Deliverable based on agreed milestones at the inception phase.
Reporting & Coordination
Reports to Director, Climate Change Department in MECCNAR working closely with the National Project Coordinator and UNEPs Task Manager. Works closely with Ministries of Finance/Planning and sector agencies.
Required Qualifications
Postgraduate degree in economics, finance, public policy, environmental management, or related field; at least 5 years of experience in climate finance/adaptation planning; proven experience developing proposals for climate funds; strong facilitation and writing skills; knowledge of national public finance systems; fluency in English and relevant local working language(s).
Duty Station / Travel
In-country, with travel to target regions for consultations as required.
Payment Schedule
Payments in instalments upon acceptance of deliverables (e.g., inception, pipeline note, proposal package, final report) as specified in the contract.

All outputs produced under this consultancy remain the property of MECCNAR/UNEP and may not be shared without prior written approval.
