REQUEST FOR EXPRESSION OF INTEREST

Background
The Government of The Gambia, through the Ministry of Environment, Climate Change and Natural Resources, has received a grant from the Green Climate Fund (GCF) for a project to build capacity to advance National Adaptation Plan (NAP) process in The Gambia.  UN Environment as the Delivery Partner for the project, with the role of supporting and overseeing the project implementation. The project entitled “Enabling the National Adaptation Plan Formulation and Implementation process and other adaptation planning processes in The Gambia” will strengthen the capacity of Government of Gambia at all levels to advance the NAP process and ensure a climate-resilient development pathway. MECCNAR therefore intends to engage the services of experienced experts for the following consultancy services.

CLIMATE CHANGE & ADAPTATION PLANNING SPECIALIST (NATIONAL CONSULTANT)

Reporting Line: MECCNAR Project Coordinator/Task Manager; technical coordination/quality assurance by UNEP as applicable

Background
Leads adaptation planning and NAP development under the NAP Readiness Project, including coordination of planning instruments and direct leadership for GCF Concept Notes under Activity 3.4.2.3.

Overall, Purpose of the Assignment:
Provide technical support to strengthen national and sub-national climate change and adaptation planning by integrating climate risk and adaptation priorities into sector and local development plans and by producing actionable, costed planning instruments and implementation roadmaps aligned with national commitments (e.g., NDC/NAP) and priorities.

Key Responsibilities:

Working closely with a team of international consultants, MECCNAR and other national consultants the national consultant will perform the following key tasks 

• Lead adaptation planning processes at national and sub-national levels, including stakeholder prioritisation of adaptation options and integration of adaptation priorities into sector and local development plans.
• Develop the National Adaptation Plan and associated planning instruments, implementation roadmaps, costed action plans, and decision-maker briefs.
• Lead development of GCF Concept Notes, coordinating technical inputs from the Adaptation Finance Expert and other national and international consultants (Activity 3.4.2.3).

Expected Deliverables:
1) Planning Instruments — Direct;
2) NAP Outputs — Direct;
3) GCF Concept Notes — Direct.

Required Qualifications and Experience:
Advanced degree in climate change, environmental management, development planning, natural resource management, or related field; at least 5 years of relevant professional experience in adaptation planning/mainstreaming; demonstrated experience facilitating multi-stakeholder consultations and producing high-quality technical reports/plans; familiarity with national planning processes and results frameworks; strong analytical and writing skills; fluency in English and relevant local working language(s).
