REQUEST FOR EXPRESSION OF INTEREST

Background
The Government of The Gambia, through the Ministry of Environment, Climate Change and Natural Resources, has received a grant from the Green Climate Fund (GCF) for a project to build capacity to advance National Adaptation Plan (NAP) process in The Gambia.  UN Environment as the Delivery Partner for the project, with the role of supporting and overseeing the project implementation. The project entitled “Enabling the National Adaptation Plan Formulation and Implementation process and other adaptation planning processes in The Gambia” will strengthen the capacity of Government of Gambia at all levels to advance the NAP process and ensure a climate-resilient development pathway. MECCNAR therefore intends to engage the services of experienced experts for the following consultancy services.

COMMUNICATIONS EXPERT (NATIONAL CONSULTANT)

Strategic communications are needed to amplify programme outcomes, support stakeholder engagement, and promote knowledge sharing on climate resilience actions. This assignment supports MECCNAR/UNEP in developing and implementing a communications approach that meets donor visibility requirements and reaches key audiences.

Activity References
This consultancy supports Activity 3.1.2.4: Develop and implement awareness-raising campaign; and Activity 3.1.5.x: Disseminate lessons learned and NAP outputs.

Objective
Plan and deliver high-quality communication products and outreach activities that increase visibility of programme results, strengthen stakeholder engagement, and ensure consistent branding and messaging across outputs.

Scope of Work / Key Tasks

Working closely with a team of international consultants deployed under the project as necessary, MECCNAR and other national consultants the national consultant will perform the following key tasks 

  • Develop a communications strategy and plan, including audiences, channels, key messages, content calendar, and responsibilities (Activity 3.1.2.1).
  • Implement awareness campaigns to promote NAP objectives, adaptation priorities, and programme results (Activity 3.1.2.4).
  • Disseminate NAP outputs, lessons learned, and knowledge products through accessible communication materials, stakeholder briefings, and appropriate channels (Activities 3.1.5.x and 3.2.5.2).

  2. Campaign Outputs (Deliverable 3.1.2.4) — Direct.
  3. Dissemination Materials (Deliverable 3.1.5.x) — Supporting.

Duration / Level of Effort
As per contract (aligned to the project year(s) indicated in the budget table). Deliverable-based with agreed milestones.

Reporting & Coordination
Reports to the MECCNAR Project Coordinator/Task Manager and coordinates with UNEP communications focal points as applicable. Works with technical teams to translate results into clear messages and products.

Required Qualifications
University degree in communications, journalism, public relations, international development, or related field; at least 5 years of professional experience in strategic communications; demonstrated portfolio of writing/editing for development programmes; familiarity with donor visibility requirements; strong organizational skills; proficiency with common design/editing tools is an asset; fluency in English and relevant local working language(s).

Duty Station / Travel
In-country, with travel to events and field sites as required and approved in advance.

Payment Schedule
Payments upon acceptance of deliverables (e.g., communications plan; content packages; event kits; final report) as specified in the contract.

Confidentiality & Ownership
All communication products and materials produced under this assignment remain the property of MECCNAR/UNEP. The consultant may not use logos, photos, or unpublished information without written permission.
