REQUEST FOR EXPRESSION OF INTEREST

Background
The Government of The Gambia, through the Ministry of Environment, Climate Change and Natural Resources, has received a grant from the Green Climate Fund (GCF) for a project to build capacity to advance National Adaptation Plan (NAP) process in The Gambia.  UN Environment as the Delivery Partner for the project, with the role of supporting and overseeing the project implementation. The project entitled “Enabling the National Adaptation Plan Formulation and Implementation process and other adaptation planning processes in The Gambia” will strengthen the capacity of Government of Gambia at all levels to advance the NAP process and ensure a climate-resilient development pathway. MECCNAR therefore intends to engage the services of experienced experts for the following consultancy services.

GENDER SPECIALIST (NATIONAL CONSULTANT)

Gender equality and social inclusion are critical to effective, equitable climate adaptation outcomes. This assignment supports the programme to ensure gender-responsive design, implementation, safeguards, and monitoring, and to strengthen partner capacity for gender mainstreaming.

Activity References
This is a cross-cutting role supporting all the projects outputs under the NAP Readiness Project to ensure gender-responsive implementation of the NAP process

Objective
Provide technical leadership on gender mainstreaming by conducting gender analysis, integrating gender actions and indicators into programme instruments, supporting capacity building, and ensuring gender-responsive monitoring and reporting.

Scope of Work / Key Tasks

Working closely with a team of international consultants, MECCNAR and other national consultants the national consultant will perform the following key tasks

  • Conduct or update gender analysis for programme focus areas, including stakeholder mapping and identification of barriers and opportunities for women and marginalized groups. – Direct
  • Develop a gender strategy and action plan with practical guidance for integrating gender considerations into workplans, budgets, implementation modalities, and monitoring systems. (Activity 3.1.2.1) – Direct
  • Integrate gender considerations across all outputs, including plans, proposals, reports, communication products, results frameworks, and stakeholder engagement processes. – Supporting

Duration / Level of Effort
As per contract (aligned to the project year(s) indicated in the budget table). Deliverable-based with agreed milestones.

Reporting & Coordination
Reports to the MECCNAR Project Coordinator/Task Manager and coordinates with technical leads and safeguards focal points. Works closely with community partners and relevant ministries to ensure gender commitments are implemented.

Required Qualifications
Advanced university degree in gender studies, sociology, development studies, public policy, or related field; at least 5 years of experience in gender mainstreaming in development/climate programmes; demonstrated experience conducting gender analyses and developing gender action plans; strong facilitation skills; experience with gender-responsive M&E; fluency in English and relevant local working language(s).

Duty Station / Travel
In-country, with travel to target communities and partner institutions as required and approved in advance.

Payment Schedule
Payments upon acceptance of deliverables (e.g., gender analysis; gender action plan; updated tools; training outputs; final report) as specified in the contract.

Confidentiality & Ownership
All outputs produced under this consultancy remain the property of MECCNAR/UNEP. Any sensitive data collected must be handled securely and shared only with authorized personnel.
