Introduction

The Government of the Gambia (hereinafter called “Borrower”) has received financing from the International Development Association (IDA) (hereinafter called “Grant”) towards the cost of funding Tourism Diversification and Resilience in The Gambia Project (TDRGP) and intends to apply part of the proceeds for consulting services: Construction Supervision of Two Jetties at Albereda and Kunta Kinteh Island and Erosion Control Works including protection Walls and Visitor Facilities at the Island 

Background for this Assignment

The World Bank, with the Government of The Gambia, developed a flood and coastal risk assessment and priority Investment Plan for Greater Banjul (WB, 2021) that assessed flood and coastal risks in the greater Banjul area (GBA) and the Kombo North/Saint Mary district and priority measures to reduce the risks associated with floods and coastal erosion. The study was supported by the ACP – EU National Disaster Risk Reduction (NDRR) Program through the Global Facility for Disaster Reduction and Recovery (GFDRR). The assessment identified and prioritized measures and infrastructure investments in a participatory way, identifying five priority areas, which were ranked using a Cost Benefit Analysis (CBA) and Multi-Criteria Analysis (MCA): Banjul City, Oyster Creek, West Coast Beaches from Fajara to Senegambia, Coastal and Inland Area along the mangrove and Kotu Stream. 

The World Bank, in further consultation with the Gambian Government, selected Kunta Kinteh Island, including the construction of two jetties by providing access to the island were also identified as critical path for a resilient tourism sector. 

The Kunta Kinteh Island and Albreda Heritage Protection, Access and Visitor Facilities Works (the “Works”) are a flagship investment under the cultural and eco-tourism component of TDRGP and are central to the diversification objective.

The  Island is a UNESCO World Heritage Site of exceptional cultural significance, inscribed on the World Heritage List in 2003 (jointly with related sites at Albreda, Juffureh and San Domingo) under the name “Kunta Kinteh Island and Related Sites”, for its Outstanding Universal Value (OUV) as a witness to the encounter between Africa and Europe along the Gambia River and to the Atlantic slave trade. Although the priority intervention areas have been identified, the current level of knowledge remains insufficient to support the preparation of a comprehensive investment plan. Previous studies were undertaken at the pre-feasibility (conceptual) level and subsequently progressed through the Feasibility Study, Preliminary Design, and Detailed Design stages, all of which have now been completed.

This assignment relates to the Construction Supervision Phase, during which the Consultant will supervise the execution of the civil works throughout the construction period, ensuring that the works are implemented in accordance with the approved designs, technical specifications, contractual requirements, environmental and social safeguards, and quality standards. The proposed works are intended to improve access for tourists to the island and  improved resilience of the island against ongoing erosion, to provide safe and orderly visitor access, and to deliver modest visitor infrastructure consistent with the heritage-led conservation principles of the site.

Objective of the Assignment

The overall objective of this consultancy is to ensure that the Works are completed on time, within agreed contract amount, and with the approved design, technical specifications, contractual requirements, environmental and social safeguards, and international best practices  so that the completed infrastructure is safe, durable, buildable, and compatible with the Outstanding Universal Value of Kunta Kinteh Island and its related sites. 

To achieve this objective the Consultant firm  shall, throughout the assignment professionally and objectively and impartially, and shall hold the Client’s interests paramount.

The specific objectives are to:

• Discharge in full the duties of the “Engineer” under the FIDIC contract, including instructions, determinations, certifications, valuations, measurement, and dispute avoidance;
• Provide construction supervision sufficient to verify compliance with the Contract, with full-time site presence by qualified resident personnel during all active construction activities;
• Safeguard the heritage-led design approach by monitoring whether the works follow the historical footprint, architectural intent, material expression, visual restraint, and “do no harm” principles established in the design documents;
• Implement robust QA/QC systems for rock works, masonry, concrete, steel, timber elements, architectural finishes, sanitary facilities and marine structures, with particular attention to materials variability and workmanship in a remote-island setting;
• Monitor and enforce compliance with the ESMP, the Stakeholder Engagement Plan (SEP), the Labour Management Procedures (LMP), the SEA/SH Action Plan, and the World Bank Environmental and Social Standards (ESS1–ESS10);
• Manage technical, contractual, environmental, social, heritage, health-and-safety and reputational risks, including through dispute avoidance and the timely issuance of Early Warning Notices;
• Build the technical capacity of the PIU and GAMWORKS in heritage-sensitive construction supervision. 
• Certify payments based on measured works accordance with the BoQ rules of measurement; 
• Monitor and enforce compliance with the ESMP, Biodiversity Management Plan, Occupational Health and Safety standards,  the Stakeholder Engagement Plan (SEP), the Labour Management Procedures (LMP), and the World Bank Environmental and Social Standards (ESS1–ESS10); 
• Verify the Contractor’s compliance with the local-labour requirement (minimum 30% of total labour cost from local labour) and link such verification to interim payment certification (see Section 5.13);
• Support and build the technical capacity of the PIU and the GAMWORKS Agency in construction supervision related to jetty construction 
• Have an enforcement mechanism in place for the Defects Notification Period; monitor post-construction, verify the rectification of defects where necessary, and recommend the issuance of the Performance Certificate upon satisfactory completion of the Contract. 
• Close collaboration with the employer, contractor, government organizations, local authorities, environmental regulators, tourism stakeholders, and affected communities to ensure the Works are carried out as planned. 
• Provide periodic progress reports, technical reports, environmental compliance reports, and a comprehensive completion report for the beach nourishment works, including lessons learned and recommendations for long-term shoreline monitoring and maintenance.

Scope of Work and Key Tasks

The Consultant shall provide comprehensive construction supervision and FIDIC contract administration services, including technical supervision of civil and marine works, QA/QC and materials verification, ESHS compliance monitoring, marine logistics oversight, measurement and payment certification, stakeholder coordination, reporting, capacity building, and supervision of completion and defects rectification through issuance of the Performance Certificate.

Minimum Qualification Requirements

Team Leader / Resident Engineer

• Chartered Civil Engineer (MSc Civil Engineering preferred), professional registration (e.g., PE, CEng), minimum 15 years’ experience in marine infrastructure.
• Registered Professional Engineer or equivalent professional registration.
• Minimum fifteen (15) years of professional experience, of which at least ten (10) years in construction supervision related to FIDIC contract.
• Demonstrated experience on at least two (2) civil, marine or heritage-sensitive infrastructure projects as Team Leader or equivalent.
• Demonstrated experience administering FIDIC contracts as the Engineer.

Marine / Coastal Engineer

• MSc in Coastal, Marine or Ocean Engineering; professional registration preferred; experience with marine structures
• Minimum twelve (13) years of professional experience.
• Demonstrated experience supervising major civil, marine, coastal or comparable infrastructure works as Marine/Coastal Engineer.
• Experience in heritage-sensitive or culturally constrained settings will be considered an advantage.

Structural Engineer

• MSc in Structural or Civil Engineering or related discipline; professional registration (PE, CEng) preferred.
• Minimum ten (10) years of relevant professional experience, particularly in structural marine/coastal works.
• Demonstrated experience on jetty, marine, masonry, concrete or comparable structural works.
• Review and approve structural design changes and repairs.

Geotechnical Engineer

• MSc/BEng in Geotechnical or Civil Engineering; relevant certification (e.g., Chartered Engineer).
• Minimum ten (10) years of relevant professional experience, particularly in supervising  pilling works and ground improvement works 
• Demonstrated experience in supervising jetty construction and masonry works concrete 

Materials / Quality Assurance Engineer

• Bachelor’s Degree in Materials Science, Civil Engineering or related; certified quality professional preferred (e.g., CQE, ISO 9001 Auditor).
• Minimum of (5) years experience in Supervising and testing of concrete, steel, aggregates, and piling materials.
• Demonstrated experience in supervising jetty construction works will be an added advantage 

Quantity Surveyor / Contract Management Specialist 

• Bachelor’s degree in quantity surveying, Civil Engineering, Construction Management, or related field; professional certification preferred (e.g., RICS, CIOB).
• Minimum of (5) years experience in Supervising, measuring and  quantifying works accurately. .
• Demonstrated experience in supervising jetty construction works will be an added advantage 

Occupational Health and Safety (OHS) Specialist

• BSc or diploma in Occupational Health & Safety, Environmental Management, Environmental Science, engineering, Public Health etc. 
• Minimum eight (5) years of relevant professional experience.
• Demonstrated experience on construction projects of comparable scale or complexity.
• Working knowledge of the World Bank Environmental and Social Standards (ESS1–ESS10).

Environmental Specialist

• Master’s degree in environmental science, Engineering or related.
• certification in ESMP or environmental auditing will be an added advantage.
• Minimum eight (5) years of relevant professional experience in supervising marine infrastructure projects related to is desirable. 
• Demonstrated experience on construction projects of comparable scale or complexity.
• Working knowledge of the World Bank Environmental and Social Standards (ESS1–ESS10) will be an advantage. 

Social Development Specialist

• Master’s degree in development studies, Community Development or any related field in Social Sciences.
• Minimum eight (5) years of relevant professional experience in supervising marine infrastructure projects related to is desirable. 
• Demonstrated experience on construction projects of comparable scale or complexity.
• Working knowledge of the World Bank Environmental and Social Standards (ESS1–ESS10) will be an added  advantage. 

GBV/SEA/SH Specialist 

•  Master’s degree in, Gender Studies, Community Development, Development Studies or any other social sciences  with training on GBV/SEA/SH.
• Minimum eight (5) years of relevant professional experience in supervising gender issues related infrastructure projects. 
• Working knowledge of the World Bank Environmental and Social Standards (ESS1–ESS10) will be an added advantage. 

Heritage / Conservation Specialist

• Master’s degree in Conservation Architecture, Heritage Conservation, Archaeology, Cultural Heritage Management, Architecture, History, Civil Engineering (with specialization in heritage conservation), or a related field. 
• At least 5 years of professional experience in cultural heritage conservation, management, or restoration. 
• Demonstrated experience in the conservation and protection of historic monuments, archaeological sites, or UNESCO World Heritage Sites
• Professional membership in a recognized heritage or conservation organization is an advantage. 
• Familiarity with UNESCO World Heritage Operational Guidelines and internationally recognized conservation principles, including the ICOMOS Charter and the Venice Charter. 

• Experience working on infrastructure or civil works projects within or adjacent to protected heritage sites. 
• Successfully participated in at least three (3) projects involving heritage conservation, restoration, rehabilitation, or supervision of works at protected cultural heritage sites. 

National and Regional Participation

The Consultant is encouraged to incorporate qualified Gambian and West African professionals where applicable in their team, including in technical roles provided they have  qualifications and experience.

The Consultant is encouraged to provide opportunities for knowledge transfer, mentoring, and professional development of national personnel throughout the duration of the assignment.

Non-Key Experts

The Consultant can propose additional non-key experts, support personnel, inspectors, survey assistants, environmental officers, community liaison personnel, and administrative support staff as may be required for successful delivery of the Services. 

Duration of the assignment

The assignment shall be implemented over a period of twelve (14) months, commencing contract effectiveness. 

Reporting and Supervision

The consultant will report to the Project Director, TDRGP, Kotu.

The Project Implementation Unit (PIU) of the Ministry of Tourism and Culture invites eligible firms to apply. Interested firms must provide information indicating that they are qualified to perform the services (has qualification and experience in similar conditions etc.), as well as submit an EoI outlining their experience in doing similar assignments and why they are suited for the assignment. For the evaluation criteria,  Firms will be shortlisted based on the criteria below.

The firm will be selected in accordance with Quality and Cost Based Selection (QCBS) Method set out in the Procurement Regulations; World Bank Procurement Regulations (PR) for IPF Borrowers, Seventh  Edition dated February 2025.
