Organizational context
The Gambia Red Cross Society (GRCS) was established by an Act of Parliament and became an independent National Society on 5 October 1966, after The Gambia gained independence from Britain. Its constitution/statutes are based on the Geneva Conventions and the Fundamental Principles of the International Red Cross and Red Crescent Movement (Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality). The GRCS is officially recognized by the Government of The Gambia as a humanitarian relief organization, auxiliary to the public authorities in the humanitarian and development fields and the Medical Services of the Armed Forces. In relation to the public authorities, the GRCS maintains its independence and neutrality which allows it to act in accordance with the Fundamental Principles of the Movement.
The overall objective of the GRCS is to prevent and alleviate human suffering with complete impartiality, not discriminating against nationality, race, ethnicity, age, gender, religious beliefs, class or political opinions, or any similar criteria and shall act in accordance with the spirit and principles of the Geneva Conventions.
The Gambia Red Cross Society (GRCS) and the Spanish Red Cross (SpRC) are implementing a major European Union-funded project that includes an activity aimed at making the GRCS response more sustainable over time. To ensure sustainability, even when EU funding is no longer available, it is necessary to strengthen resource mobilization efforts that can support humanitarian actions in the long term. This position is intended to lead and coordinate that component of the project. This position is funded by the European Union through the project “Assistance and social support to migrants in The Gambia” which runs from 2025 to 2029.
Job purpose
The Resource Mobilization and Business Development Manager is responsible for leading, coordinating, and implementing the Gambia Red Cross Society’s (GRCS) resource mobilization, fundraising, and business development strategies. The role aims to diversify and increase sustainable funding sources to support humanitarian activities, institutional development, and emergency response, in line with the Fundamental Principles of the Red Cross and Red Crescent Movement.
In the context of the EU‑funded migration project, the role contributes to enhancing institutional sustainability by supporting approaches that enable the continuation of key services beyond externally funded interventions, while reinforcing GRCS long‑term financial and operational resilience.
Job duties and responsibilities
Resource Mobilization & Fundraising
Develop and implement a comprehensive Resource Mobilization and Fundraising Strategy aligned with GRCS Strategic Plan.
Identify, cultivate, and manage relationships with donors, development partners, embassies, foundations, corporate entities, and high-net-worth individuals.
Lead proposal development processes including concept notes, full proposals, budgets, and donor reports in collaboration with programs and finance teams.
Liaise with strategic partners, like Partner National Societies and external partners to secure funding.
Coordinate local fundraising initiatives such as public appeals, campaigns, charity events, and digital fundraising.
Ensure donor compliance, visibility, and accountability requirements are met.
Contribute to the development of institutional sustainability approaches aimed at ensuring the continuity of key services, including services provided to migrants and people on the move, beyond the duration of externally funded projects.
Research and Analysis
To comprehensively and systematically scan for donor interest, opportunities and giving trends.
Work closely with IM and PMER teams to leverage digital tools and dashboards for decision‑making, efficiency analysis and sustainability planning.
Undertake proactive research, donor intelligence & knowledge sharing and information on prospect funding.
Perform due diligence of new partners according to policy and procedures.
Develop dash-board reports and other reports as needed for the purposes of analysis.
Business Development & Partnerships for Sustainability
Support GRCS in the Business Management of Gplus, Renting Services, Clinic, GRCS school (first aid & paramedic), Branch business, and web diaspora donation.
Identify and pursue strategic partnerships with private sector entities, financial institutions, telecom companies, and social enterprises.
Develop innovative income-generating initiatives and social enterprise models to enhance GRCS financial sustainability.
Negotiate and manage Memorandum of Understanding (MoUs) and partnership agreements in line with GRCS policies.
Explore opportunities for corporate social responsibility (CSR) collaborations and sponsorships.
Grants & Donor Management
Maintain an updated donor and funding opportunity database.
Track funding pipelines, submission deadlines, and donor reporting schedules.
Process contractual partnership agreement.
Coordinate donor visits, meetings, and engagement activities.
trengthen relationships with Movement partners including the IFRC, ICRC, and Partner National Societies.
Strategy, Planning & Coordination for Sustainability
Contribute to institutional strategic planning, annual operational planning, and budgeting processes.
Work closely with programme, finance, logistics, and communications teams to ensure coherent resource mobilization efforts.
Provide regular updates and analytical reports to senior management on funding status, risks, and opportunities.
Work closely with PMER, finance and project managers to ensure that quality donor reports are prepared and shared in a timely manner.
Capacity Building & Compliance
Build the capacity of staff and volunteers in fundraising, proposal writing, and donor engagement.
Ensure compliance with GRCS policies, donor rules, safeguarding standards, and the Code of Conduct.
Promote ethical fundraising practices consistent with humanitarian values.

Education Required/Preferred
Bachelor’s degree in Business Administration, Development Studies, Economics, Marketing, International Relations, or related field.
Master’s degree in a relevant field is an added advantage.
Experience Required/Preferred
Minimum of 5–7 years’ experience in resource mobilization, fundraising, business development, or
partnerships, preferably in a humanitarian or development organization.
Proven experience in proposal writing and donor negotiations.
Demonstrated success in securing funding from institutional and private donors.
Experience working with the Red Cross / Red Crescent Movement or similar NGOs is an advantage.
